MAYOR FILLS COMMISSION SEATS SWIFTLY.Byline: Rick Orlov Staff Writer Stepping up his pace in appointing members to citizen panels overseeing city government, Mayor Antonio Villaraigosa on Tuesday released a list of 42 nominees to serve on 26 commissions. In making the nominations - which are subject to City Council approval - Villaraigosa noted that they represented a cross section of the city, with more than half of them women and two-thirds African-American, Asian-American or Latino.
