MATCHING DISABLED TO JOBS; PLAN TIES IN ATTRACTION WITH LOW-INCOME ZONES.

It has been six years since Bettye Moore last held a job. It's her diabetes, she said, that has kept her from even trying to look for work.

 residents with disabilities will get a shot at more than 700 full- and part-time jobs being offered by Universal Studios to residents of public housing and empowerment zones, areas earmarked by the federal government for economic assistance. The program would provide training, placement and support for the employees.

Residents of the one-square-mile federal empowerment zone in Pacoima also will be recruited for the program, which is being funded by a federal grant through the Department of Education.

Jobs range from cashiers, ride operators and ticket sellers, to character escorts, cooks and park attendants, said Mario Matute, project director of the San Fernando Gardens Community Service Center.

``This is giving us the opportunities to really expand services to the disabled population,'' he said.

The Integrated Resources Institute, which is coordinating the program, began interviewing prospective job applicants Tuesday and will continue today.

 institute is contracted by Universal Studios to help the disabled find jobs, said Steve Zivolich, the institute's program coordinator.

``We see this as a way of reintegrating people with disabilities into a society they have been segregated from,'' said Zivolich.

Despite Universal Studios' efforts to recruit employees with disabilities, last year they hired only 15 because that is all the Department of Vocational Rehabilitation Noun 1. vocational rehabilitation - providing training in a specific trade with the aim of gaining employment
rehabilitation - the restoration of someone to a useful place in society
 referred to them, Zivolich said.

With the new program, Universal Studios plans to hire 140 people a year over a five-year period, 51 percent of them coming from empowerment zones.
