MASSAGE ORDINANCE KNEADED COUNCIL MAY TAKE KINKS OUT OF RESTRICTIONS.

GLENDALE - The Glendale City Council is expected to consider altering its strict massage massage (məsäzh`), treatment of superficial parts of the body by systematic rubbing, stroking, kneading, or slapping. Massages can be administered manually or with mechanical devices.  law tonight, which would allow students in the Glendale Career College's massage-therapy program to get on-the-job training needed to receive a permit.

The college has asked for an exemption from the law because students in the massage program have not completed the minimum 150 hours of education and training required to qualify for a city massage permit, and so current law prohibits them from practicing massage on each other or additional volunteers.

The next step is for officials to review the entire law, including the qualifications for massage technicians and the types of establishments, to make sure nobody is engaged in illegal activities.

``We plan to look more deeply into our regulations, to tighten them up, and to make sure we can do everything we can to prevent illegal activities,'' Howard said.

The massage law, which was last amended in 1990, is due for an update, city officials said.

``When ordinances fall short of being updated, there's always somebody who will find a way to abuse the business,'' Mayor Bob Yousefian said. ``We don't want to wait until some people use massage as an excuse for a house of prostitution prostitution, act of granting sexual access for payment. Although most commonly conducted by females for males, it may be performed by females or males for either females or males.  and then run out there and regulate it after the fact. We're trying to deal with this stuff so that nothing like this happens.''
