MASRY DROPS BID TO FIRE ATTORNEY.

 Edward Masry said Wednesday he will not pursue further action against City Attorney Mark Sellers, whom he was trying to fire.

The controversial land-swap deal approved March 13 by the council majority gives concessions to three builders in return for preserving the 180-acre Western Plateau as open space.

Sellers said he was glad the effort to fire him was over.

``Obviously nobody likes those kinds of allegations and innuendoes hanging over their head,'' he said. ``I'm glad I have the council's support in my legal ability and hope we move on and focus on city business.

``I'm not holding any grudges,'' he said. ``Obviously, it's an open door here and I'm willing to meet and talk to Mr. Masry about anything.''

The council also took a 4-0 vote of confidence for City Manager MaryJane Lazz, who's also been publicly criticized by Masry. Parks abstained.

In other action, the council:

--Provided direction for a draft capital improvement budget that included spending $62.5 million for 130 projects in the next two fiscal years.

The bulk of the expenditure, $18 million, will go toward waste-water projects, including completing upgrades at the Hill Canyon Treatment Plant.

The capital improvement budget also includes $6.5 million to expand the Central Library and provide enhanced computer and telecommunication services.

A final budget will be submitted to the council for adoption in June.

--Proposed a 5 percent increase in theater rental fees and set a public hearing for user fees for May 15.

--Approved, in concept, having two council members negotiate with trash haulers for weekly residential recycling recycling, the process of recovering and reusing waste products—from household use, manufacturing, agriculture, and business—and thereby reducing their burden on the environment.  service that would require no fee increase but would give haulers a three-year extension on their contract.

--Approved public forums to review energy issues, affordable housing and public transportation. The first forum to be set up as soon as possible will feature a panel of experts to discuss energy issues.

--Approved establishing an energy task force that will help the city reduce reliance on Southern California Edison Southern California Edison (or SCE Corp), the largest subsidiary of Edison International (NYSE: EIX), is the primary electricity supply company for much of Southern California.
