 MARQUETTE UNIVERSITY ANNOUNCES MAJOR DEVELOPMENT PLAN
 MILWAUKEE, Dec. 11 /PRNewswire/ -- A bold neighborhood initiative


called the Campus Circle Project linking Marquette University with private business, community organizations, residents and the City of Milwaukee was announced today by Fr. Albert J. DiUlio, S.J., university president. The university's board of trustees authorized up to $9 million in university resources for the project.
 DiUlio described the Campus Circle Project as a comprehensive approach to neighborhood growth through housing and commercial development. The project includes the Marquette Neighborhood Partnership Plan wherein Marquette is seeking $20 million in federal funds to be used in increments over five years for community services, educational outreach, neighborhood development and security. The Marquette Plan was announced in the summer of 1991.
 Two new elements feature the creation of a not-for-profit corporation to focus on housing and a for-profit corporation to focus on market-driven commercial development. The project calls for both rehab and new affordable family housing; walk-to-work and retirement housing for area employees; rehab and new off-campus student housing; acquisition, rehab and resale of properties which do not contribute to a positive neighborhood environment; and upgraded and new commercial development.
 DiUlio pledged to engage in an extensive community dialog with residents, community organizations, small and large businesses and other interested parties in the neighborhood, giving the project a strong community base.
 "This hands-on partnership complements the human services aspect of the Marquette Plan, which we announced last summer," DiUlio said. "The Campus Circle Project will assist the surrounding community in public/private partnerships for economic and community development," he added.
 Partners in the project thus far include Aurora Health Care on behalf of Sinai-Samaritan Medical Center, Wisconsin Bell, Catholic Knights Insurance Company and Wisconsin Energy, all of which have major complexes or offices in the neighborhood.
 With additional investment from these and other area businesses, the seed money could be leveraged to total as much as $100 million before the project is completed, DiUlio said.
