The letter to Mineta said the supervisors are ``outraged at this suggestion which blatantly ignores the decision of the citizens of Orange County'' to develop the former base as a park.

``This unilateral attempt by the mayor's office is clearly a back-door strategy representing special interests which flies in the face of a democratic and inclusive regional planning process,'' said the letter, drafted by board Chairman Thomas Wilson.

``We consider Los Angeles' stealth attempt to revive the dead El Toro Airport not only unacceptable but an outrageous attempt to overturn a local land-use decision,'' the letter said.

Department of Transportation spokesman Bill Mosley said there is no proposal on El Toro before the agency, which had yet to receive the supervisors' letter.

Los Angeles Deputy Mayor Matt Middlebrook said the city realizes it has a tough challenge in winning support for the plan but believes increasing Southern California's air capacity is consistent with the federal government's goals.

``We're talking to people,'' Middlebrook said. ``We're going to pursue this.''

The supervisors' letter disputes that Los Angeles has a right to become involved in the future of El Toro. The county expects the military to auction the land to private parties to develop the voter-approved park.
