Department of Transportation spokesman Bill Mosley said there is no proposal on El Toro before the agency, which had yet to receive the supervisors' letter. Los Angeles Deputy Mayor Matt Middlebrook said the city realizes it has a tough challenge in winning support for the plan but believes increasing Southern California's air capacity is consistent with the federal government's goals. ``We're talking to people,'' Middlebrook said. ``We're going to pursue this.'' The supervisors' letter disputes that Los Angeles has a right to become involved in the future of El Toro.
