In her new position, Cooper will serve as head of PB's Business Services Group, a 45person staff of writers, designers, computer and marketing specialists based in New York and Denver, CO. The group provides sales and marketing support and internal and external communications for the PB family of companies worldwide.

Cooper has over 15 years of experience as a marketing executive within the engineering and transportation fields. She comes to PB from a major consulting engineering firm, where she was sales director for the New York region. She previously served as manager of marketing support services for the firm's eastern region.

Cooper earned an M.A. degree from NYU and a Bachelors in Music from College Misericordia. She is a member of the board of directors of the New York City Post of The Socity of American Military Engineers, and the past president of the Greater New York chapter of the women's Transportation Seminar. She is also a member of the New York Building Congress and the Westchester County Association.

Cooper resides in Pelham Manor, NY.

King Interests, a diversified real estate services firm, announces that Gregory R. Waller (photo) has been named vice president of construction for the firm's King Construction division, overseeing new commercial construction and renovations.

In his new position, Waller holds responsibility for the construction company's overall day-to-day activities, including estimating costs, establishing and enforcing workflow schedules, and overseeing on-site employees.

Prior to joining King Interests, Waller was a project-manager for CH2M Hill, an engineering firm in Parsippany, NJ.

Waller earned a B.A. in Civil Engineering from Princeton University and a Master's in Environmental Engineering from the University of Texas at Austin. While at Princeton, Waller was recognized for combining high scholarly achievement with quality athletic performance as a lacrosse player.

He lives in East Windsor, NJ-with his wife and daughter.

The New Jersey Shore Builders Association named David B. Fisher (photo) of The Matzel & Mumford Organization 1999 "Builder of the Year." The prestigious honor is awarded annually to one member whose activities and accomplishments performed the year resulted in outstanding contributions to the association, building industry and community at large, according to the Monmouth/Ocean County builders' group which currently boasts more than 400member firms, including some of the largest builders in the state.

"It is certainly an honor to be recognized by a collection of my peers whom I greatly respect," said Fisher, vice president of Land Development for Hazlet-based Matzel & Mumford. "It is a genuine pleasure to work side-by-side with so many individuals who are committed to producing quality housing for families in Ocean and Monmouth Counties, and I look forward to playing an integral role in the industry as we move forward into the new millennium."

Serving as president of the Lakewood, NJ-based association for the past two years, Fisher has been responsible for spearheading a variety of programs aimed at- improving communities throughout the area. His dedication and commitment to charitable organizations is evident in the association's involvement in an annual Christmas Toy Drive for the TaraMark Foundation, as well as multiple building projects in cooperation with Habitat for Humanity, a national organization which has built homes for some 50,000 families in more than 50 countries.

Most recently, more than two dozen member companies from the association helped local families in need by working with Habitat For Humanity representatives to construct an entire home in only eight days in Lakewood this past October. The group also framed two homes for Habitat in the Borough of Freehold last May and in the Fall of 1998.

"The time and effort invested in these projects by our members are a testimony to the association's desire to participate in programs which enhance the communities in which we live and work," said Fisher. "Hopefully, the overwhelming enthusiasm and support from our members will enable us to expand our involvement in charitable programs in the years to come."

A resident of Manasquan, NJ, Fisher received a Masters Degree in Community Planning in 1979 and later became licensed as a Professional Planner in the state of New Jersey.

In addition to his duties as president of the New Jersey Shore Builders Association, he has served on a variety of prominent committees, including acting as chairman of the N.J. Builders Association's (NJBA) Site Improvement/ Infrastructure Standards Committee. He also serves on the board of directors of NJBA.

Fisher's expertise in land use and regulatory matters is evident in previous appointments to state organizations such as the N.J. Clean Water Council and the Citizen Committee on Permit Coordination. Recently, Governor Christine Whitman-nominated Fisher to serve on the N.J. State Planning Commission.

Fisher began developing his extensive background in regulations and land development more than 20 years ago as director of Environmental Affairs & Planning for the N.J. Builders Association, where he was responsible for reviewing and analyzing regulations that improved the building industry.

In 1987, he was named vice president of Forward Planning for, the New Jersey Division of Leisure Technology, a nationwide home-builder of active-adult communities. He then brought his years of experience to Ernst, Ernst & Lissenden, where he served as Principal Planner and director of Regulatory Affairs.

Since 1993, Fisher has been vice president of Land Development for The Matzel & Mumford Organization in Hazlet, N.J., one of the largest residential home-builders. In this position, he is responsible for land acquisitions, evaluating new development opportunities, land planning and securing regulatory approvals for company projects.

All New York Title Agency has announced that Steven Zeikowitz (photo) was promoted to the new position of associate counsel in the underwriting department. His primary responsibility, is to assist clients with the resolution of complex title and real estate issues. He is involved with several business development programs for the agency, and provides legal counsel to both residential and commercial clients on New York State real estate-oriented title insurance matters.

Based at All New York Title's White Plains office, Zeikowitz has six years of real estate experience in both New York and Florida. He is involved with reviewing abstracts, clearing title issues and processing real estate closings for - difficult or high liability transactions.

While in private practice before joining All New York Title, Steve represented lenders, purchasers and sellers in closing more than 1,000 real estate transactions.

Zeikowitz is a member of the Florida Bar Association, New York State Bar Association and Westchester County Bar Association.

Peter J. Hucke, a veteran property tax expert, has joined the tax certiorari division of the prominent law firm Stroock & Stroock & Lavan as a consultant. In his new post, he will advise the firm's clients on all matters related to property tax appeals.

He brings to the firm more than 25 years experience in the field. Most recently, Hucke was vice president of Marvin F. Poer and Company, one of the nation's largest property tax consulting firms. There, he established the firm's New York office, which under his leadership has grown to became one of the city's largest non-law firm property tax businesses. In addition, Hucke was directly responsible for obtaining substantial tax reductions throughout the city, the state and Fairfield County, CT on behalf of clients including Prudential Life Insurance, J.P. Morgan, Met Life, Time Warner, The Hertz Corporation and other major financial organizations, hotel chains and Fortune 500 companies.

Prior to that, Hucke served as director of Appraisals and Audits for the Tax Commission of the City of New York, where he was responsible for reviewing and correcting over 60,000 applications for the correction of real estate tax assessments. He was also responsible for developing assessment guidelines and policies for staff and preparing cases for litigation. While at the Tax Commission, he also served as director of the Department of Finance's Equalization Unit, where he directed the review of nearly 1 million parcels of property, totaling more than $70 billion in assessments, on the city's assessment roll.

Earlier, he was property evaluation supervisor for Cole, Layer and Trumble Company, the nation's largest mass appraisal firm. There he valued properties for assessment purposes in states including Alabama, Connecticut, Massachusetts and New York.

Commenting on the appointment, senior partner Leonard Boxer said, "We are delighted to have someone with Peter Hucke's record of accomplishment join our firm, where I am certain his valuation expertise will make an enormous contribution to our expanding Tax Certiorari practice."

Hucke earned a bachelor's degree in Business from Bowling Green University in Ohio. He is an active member and past president of the New York Metropolitan Chapter of the International Association of Assessing Officers, and a member of the Real Estate Board of New York and the Institute for Professionals in Taxation.

Laurence Ross, a 16-year veteran of the real estate industry, has joined PropertyAuction.com, the on-line real- estate investment auction company. As senior director of Sales, Ross will be responsible for the lifting, training and development of the sales force and establishing alliances with investors, owners and the brokerage community.

Ross has successfully negotiated transactions valued at over $75 million, including the sale of 330 West 38th Street, a 200,000 square-foot office building for $8 million and a 25year net lease of a transient hotel at 330 West 36th Street to a NFP Group, valued at $10 million.

Previously, Ross was an associate broker at Besen & Associates and prior to that a sales director at Winoker Realty from 1993 to 1997.

debis Financial Services, Inc. (debis), a company of the DaimlerChrysler Services Group, has appointed Constantino Argimon as president of the Commercial Real Estate division of the company. Argimon, who is based at the company's headquarters in Norwalk, CT, will be responsible for overseeing the operations of the two-year-old division, which in its first full year of operation doubled its target acquisitions. He will look to continue to manage the growth of the commercial real estate loan portfolio, which includes apartment complexes, office and industrial buildings, retail shopping, centers, golf courses, and marinas.

Prior to his appointment, he was region manager for the Northeast Region of the Commercial Real Estate division, with management responsibility for loan originations.

Before joining debis, he held the position of senior vice president and assistant portfolio manager in ERE Yarmouth's New York City office. Argimon's knowledge and expertise in the commercial real estate market has been amassed over more than 15 years in the industry, having overseen loan originations, equity acquisitions, dispositions and asset management for real estate investment funds managed by ERE Yarmouth/Lend Lease in New York City, and previously throughout his years with The Equitable Life Assurance Society of the United States and Equitable Real Estate.
