Levine Builders announced that Leonard D. Jacob has been appointed vice president of technical services. Jacob will be responsible for interaction with design professionals and clients during the pre-construction process, including pre-contractual bidding work, estimation, and scheduling.

Jacob has more than 30 years of experience in construction. Prior to joining Levine Builders, he was vice president! chief estimator for York Hunter, Inc., where he headed the technical services department. Jacob has worked on a wide variety of projects throughout his career, including multi-story office buildings, nursing homes, and multi-family residential building.

Wegmann was previously executive vice president and co-managing director of Cushman Realty Corp., where he established himself as one of the leading tenant representatives in the United States. In his 20 years with Cushman Realty, he completed transactions comprising more than 15 million SF, on assignments that included office building relocations, renewals, expansions, sales, and build-to-suit ventures. His clients have included Continental Airlines Inc., Compaq Computer Corp., and BMC Software, Inc. In 1997, the National Association of Industrial and Office Parks recognized Wegmann with its "Office Broker of the Year" honors.

 Williams announced that Richard M. Warshauer has been named sales manager. Warshauer will supervise the company's team of junior salespeople, focusing on commercial leasing and sales. He will also work with senior management officials on business development and GVA Williams' recruitment efforts.

Prior to joining GVA Williams last spring, Warshauer was manager of exchange operations for a Internet subsidiary of General Electric Capital Corp. He also has served as a tenant representative for a variety of companies, including AMAX AMAX American Metals Climax , Calvin Klein, and Charter Co. Warshauer brings extensive landlord representation experience to Williams as well, having supervised office leasing for such major property owners as SL Green Realty, Macklowe Properties, and Forest City Ratner. As an agent for Olympia & York properties, Warshauer played a key role in the transaction that brought Dow Jones & Co. to the World Financial Center.

Ware Malcomb announced the appointment of Jesse R. Ramirez as project manager for the commercial/industrial group in its Irvine office.

Ramirez has more than five years of experience in the architectural field and is experienced in design, project management, and construction administration. He has worked on a wide variety of projects, including residential, healthcare, commercial office, and retail. Prior to joining Ware Malcomb, Ramirez was a project manager for Kaufman & Broad Home Corporation.

Ramirez received his B.A. in architecture from the New School of Architecture in San Diego, Ca. He is a resident of Anaheim, Ca.

Ruth McCoy, a 19-year veteran of the real estate industry, has been named executive director of Brown Harris Stevens' Downtown residential sales division and on-site building representation. McCoy will oversee the firm's Fifth Ave. office and a soon-to-be-announced new office in Tribeca. She will directly oversee all Downtown sales and on-site sales activities.

McCoy has served as executive director of the retail brokerage division of Feathered Nest, a Brown Harris Stevens affiliate, since 1999. Prior to that, she served as director of marketing and sales for Two Trees Management Company, where she was responsible for the highly successful Clock Tower condominium project in DUMBO, Brooklyn.

McCoy also served as vice president/manager at Douglas Elliman.

Gage-Babcock & Associates, Inc. announced that Michael J. Rzeznik, P.E., has been named principal and office manager for GBA's New York office in Armonk, N.Y. His new responsibilities will include full oversight of the office's operations in fire protection, life safety, and security consulting.
