of the Thousand Oaks Police Department, which helped San Francisco authorities in identifying the suspect. ``People in the community were afraid of him. We considered him very dangerous.''

Police identified the suspect as Jose Francisco Martin and said he was taken into custody Thursday by San Francisco detectives after they found him working at a restaurant in the Fisherman's Wharf-North Beach area.

Martin was booked on suspicion of murder and kidnapping in connection with the Las Vegas case and will be taken back to Las Vegas, police said.

De Los Santos said police believe that Martin shot a security guard who kicked him out of a Las Vegas hotel for unruly behavior in February 1998.

The gunman then escaped by kidnapping a couple in the hotel parking lot and forcing them to drive him away from the crime scene, authorities said.

Police also said Martin is being investigated in connection with another homicide in Mexico.

De Los Santos said Martin lived in Thousand Oaks for a number of years where he was a known gang member. Police said Martin apparently moved from place to place after the 1998 homicide, returning to Thousand Oaks occasionally.
