SIMI VALLEY Simi Valley (sē`mē, sĭm`ē), city (1990 pop. 100,217), Ventura co., SW Calif. in an oil, fruit, and farm region; laid out 1887, inc. 1969.  - Hundreds of people are scrambling to prepare for Simi Valley Town Center's grand opening - a community celebration with the theme of a Venetian masquerade carnival.

The city's first regional shopping mall north of the Ronald Reagan Freeway between First Street and Erringer Road will open the morning of Oct. 27 and shoppers will be there throughout the day before the ``Carnivale Grande'' festivities fes·tiv·i·ty

The $300 million Town Center is the first regional shopping center built in Ventura County in more than 25 years, and its opening represents a goal Simi Valley civic leaders have worked decades to attain.

``I'm going to have my party hat and my dancing shoes on, and I'm going to welcome the mall with open arms,'' said Simi Valley City Councilwoman Barbra Williamson. ``I am going to thoroughly enjoy myself. This has been a long time coming.''

Workers are completing freeway ramps, entry roads, landscaping and interiors for scores of stores and restaurants throughout the 600,000-square-foot open-air center.

It is expected to generate more than $3.6 million in new retail sales tax sales tax, levy on the sale of goods or services, generally calculated as a percentage of the selling price, and sometimes called a purchase tax. It is usually collected in the form of an extra charge by the retailer, who remits the tax to the government. , property tax and business license taxes annually.

Shopping center officials say the opening festivities are designed to reflect the community's excitement and the center's Italian Mediterranean village style.

There are tile roofs, Romeo and Juliet-style balconies, stone facades, fountains, sculptures and ornamental lighting, with olive and oak trees.

Because it is situated in the hills on the city's north side, the shopping center offers panoramic views across the valley to the south.
