MAKING A LIST ... TO TEST THE HOTTEST TOYS THIS SEASON FOR AGES 10 AND YOUNGER, WE CALLED IN THE EXPERTS.

We've made our list. We've checked it twice. It wasn't easy narrowing down which toys were naughty and nice.

The hottest holiday toys aren't always the best toys. And the toys that give you the most mileage for your money aren't always at the top of a kid's list.

``There's a big difference,'' said Jim Silver, co-publisher of Toy Wishes magazine. ``Parents want both.''

Of course we do. It might be ``priceless'' when junior prefers playing with the box, but parents want a little more for their money.

Sometimes the hot toys are great toys. The adults on staff at Toy Wishes had a difficult time narrowing down their list of hot toys for the holiday season. In the magazine's fifth year of publishing its hot dozen list, these toy professionals - who spend the year examining products and meeting with toy makers to create their list - couldn't narrow it down. This year they chose a baker's dozen thirteen.

And you probably should be shopping early. Last year, nine of the 12 toys deemed ``hot'' by Toy Wishes were sold out three weeks before Christmas.

We are here to help. While some rely on adults to examine and rate the toys on their lists, we put our toys to the test by giving them to the real experts - children (and a few parents). They played and lived with these gadgets for an extended period of time. Here are our recommendations for what's good among what's hot on the toy shelves for those under 10 on your holiday shopping list:

Building on an empire of an amazing array of offerings (videos, CDs, books, flashcards, puppets, etc.), these two releases have all the charm of the originals. By using real-world objects, music, art, language and nature, the videos introduce little ones young children.

The Baby Laureate line is new to the infant video market, but it shows great potential with the vow of no toys, puppets or office accessories in its releases. That promise made us want to check it out. ``For the Love of Art'' and ``For the Love of World Travel'' visuals rely on great works of art, computer graphics and live footage of children and sites from around the world, all set to fully orchestrated music, to entertain baby. Mom as well as baby will enjoy these two releases.

Last year we had Chicken Dance Elmo. This year we have Hokey Pokey Elmo. The little red furry guy from ``Sesame Street'' gets around the dance floor. Elmo is as adorable as ever. Little ones love him. We had a hard time getting our testers to quit hugging Elmo after they discovered he could ``talk.'' When not in a toddler's embrace, Elmo stands well and does the dance, encouraging kids to join him. If he tips over, Elmo says ``oopsie'' and politely asks for help. Fisher Price also offers a singing/dancing Barney, a bilingual Magical Friends Singing Dora, and a bouncing Tigger if Elmo isn't your child's favorite.

3. PowerTouch Learning System

Ages: 3 to 8

Manufacturer: Fisher Price

Price: $49.99

Our testers really liked this interactive learning toy. Children follow along with their fingers as they read or hear a story in this electronic book. It worked easily with just a touch and proved simpler for the younger ones to use than other models. The PowerTouch unit has automatic page detection so children are always on the correct page. Plus there are interactive games to encourage learning. There's a library of titles to purchase separately to expand this educational system.

4. Care Bears Bedtime Lullaby Bear

Ages: 3 and up

Manufacturer: Play Along

Price: $24.99

These plush bears are sweet and huggable. Bedtime Bear asks for a hug when you squeeze his paw. The kids loved that the bear's tummy lights up and a lullaby plays once he gets that hug. Even with the electronics required to make this bear work, he is still soft enough to cuddle. Mom will remember Care Bears from her childhood and enjoy this latest arrival from the land of Care-a-Lot.

5. Barbie of Swan Lake Swan Lake (Russian: Лебединое Озеро, Lebedinoye Ozero, Swan Lake

These stuffed critters respond to voices by moving and talking back. Sometimes the conversation is a bit one-sided, but the kids enjoyed playing with the animals. The Neopets interact with and recognize each other. Also available are Petpets. That's right, your Neopet Plush can interact with its own pet. And everyone can go online to neopets.com for more fun.

7. Hero City Ice Mountain Playset

Ages: 4 and up

Manufacturer: Mattel

Price: $25.99

There's plenty of treacherous travel on this play set. Designed as an icy mountain with roads, a lake and a crane, this is a great set for all your Matchbox cars. Boys and girls boys and girls

 drawing unit might be our favorite toy because it was easy enough for a 4-year-old to handle, yet challenging enough for a 10-year-old. Budding young graphic artists create their own designs, build on stock art and play connect the dots. This hand-held set is bigger than a Palm Pilot, but small enough to travel easily from house to car and anywhere else a child goes. There are all kinds of digital tools and effects. Through many days of testing, this was easily the most popular toy among all ages. At around $80, it's on the expensive end, but there are black and white versions for less than half the cost. Additional cartridges such as Barbie Fashion Show, Rescue Heroes Mission Masters or Learning Fun are available. For the older child, Music Studio and Action Art make creating your own music or movie possible on this unit.
