Winstar Communications to Deploy New Line of Lucent IADs in

Thousands of Buildings throughout 2000

Addressing the burgeoning market for integrated broadband services, Lucent Technologies (NYSE: LU) and Winstar Communications Inc. (NASDAQ: WCII), today announced an agreement whereby Winstar will deploy Lucent's new suite of integrated access devices (IADs) to deliver high quality voice and high-speed data to the desktop. Winstar - which is the first carrier to utilize this equipment in its network - will deploy the devices in thousands of buildings across the United States.

The Lucent IADs -which are located at the customer building - converge data, packet voice and multimedia content over a single packetized line. The IADs are ATM-based, providing the Quality of Service (QoS) needed to deliver toll-quality voice and offer service level agreements to business customers.
