What is this unusual position? Mayor of the state capital city and president of East Baton Rouge Parish. The position was created in 1947 when the people of the parish voted to consolidate functions of local government so that Baton Rouge--growing significantly after World War II--and the rural, unincorporated Adj. 1. unincorporated - not organized and maintained as a legal corporation
unorganised, unorganized - not having or belonging to a structured whole; "unorganized territories lack a formal government"
 parish could all be served by local government departments.
