It was established in 1990 after the Anti-Drug Abuse Act of 1988 was passed.  (HIDTA HIDTA high-intensity drug trafficking area (US DoD) ) task forces.

After acceptance, they must satisfactorily complete a basic police recruit school approved by Peace Officers Standards and Training, complete a qualifying swimming test at the time of appointment, and must pass a yearly medical examination.
