Lone Bullock's to remain open under lawsuit settlement terms.


DOWNTOWN L.A. - The strange saga of "the last Bullock's on earth" will apparently continue through at least the end of the year, as the terms of a court settlement obligate obligate /ob·li·gate/ (ob´li-gat) pertaining to or characterized by the ability to survive only in a particular environment or to assume only a particular role, as an obligate anaerobe.  Federated Connected and treated as one. But the Business Journal has confirmed independently that the downtown Bullock's is to remain open at least through the end of the year.

Federated has indicated that when it finally shutters the Seventh Market Place Bullock's - now stocked mainly with merchandise left over from Southern California's 20 former Bullock's - it will transfer many of its employees over to the former Broadway store at the MCI (1) (Media Control Interface) A high-level programming interface from Microsoft and IBM for controlling multimedia devices. It provides commands and functions to open, play and close the device.

Under the center's "anchor" tenancy arrangements, when the last remaining Bullock's closes, it will allow the Seventh Market Place's other big department store, Robinsons-May, to close up shop as well.

 blow to the center which is already performing far below original projections amid continued troubles within downtown's retail sector.

However, some retailing experts suggested last week that Seventh Market Place's owner could substantially improve the center's prospects - and convince Robinsons-May to stay - by bringing Nordstrom to the project.

Given that the center's owner has already been subsidizing the Bullock's to the tune of $2 million annually, "I'd give the space to Nordstrom" rent-free, said Jack Kyser, chief economist with the Economic Development Corp. of L.A. County.

Nordstrom could probably do well just selling business attire at the Bullock's facility, added retail real estate consultant Dick Carter of Beitler Commercial Realty Services in Brentwood. That could lead to a revival of the Seventh Street retail district and perhaps convince Robinsons-May to stay, he added, noting that the two department store chains "get along well" as co-tenants at other malls.

Representatives of Federated, Nordstrom and Robinsons-May didn't respond to the Business Journal's inquiries last week.

Meanwhile, the Business Journal has also learned that the center's mortgage lender and its owner - an affiliate of giant Prudential Insurance Co. of America - have engaged a team from real estate brokerage Cushman & Wakefield Inc. to sell the property. And that will likely entail a huge loss for Teachers.

The mega-institution holds a $170 million mortgage against the property - which includes the retail center and the 41-story Citicorp Center office tower - but may end up fetching no more than $100 million, real estate sources estimate.
