Log truck driver won't be charged.

No charges will be filed against the driver of a log truck involved in a May 31 collision that killed a bicyclist along a narrow section of Territorial Highway west of Cottage Grove Cottage Grove, village (1990 pop. 22,935), Washington co., SE Minn., near the St. Croix River; inc. 1965. There is farming (cattle, sheep, corn, and soybeans) and manufacturing (chemicals and machinery). .

A woman who answered the phone at McWhorter's residence on Wednesday said there would be "no comment" about the incident. Higdon's husband, Dr. Thomas Jefferson, said he had been informed of the grand jury decision, and his lawyer will release his statement after today's news conference.

Police said Higdon was riding at the rear of a single-file column of four riders when the rider who was second in line fell. The third rider braked, but Higdon apparently lost control.

The crash stirred public controversy over the safety of Territorial Road for bicyclists, and the conduct of motorists and bicyclists in similar situations.

The state Department of Transportation installed six signs along the road to warn motorists of bicycle traffic, but other signs also were posted by anonymous individuals warning bicyclists to find a safer route. Some have called for widening narrow sections of the road.
