 Minister Ed Picco Edward (Ed) Walter Picco (born September 21, 1961 in Portugal Cove-St. Philip's, Newfoundland and Labrador) is a Canadian Nunavut politician first elected in the 1995 Northwest Territories election. He was re-elected in the 1999 Nunavut election and in the 2004 Nunavut election.  expects the program will improve access to care for patients in their home communities.

In each of the communities local Inuit have been trained as site technicians to operate and maintain the telehealth stations. Their training includes a train-the-trainer program and continued follow-up training in using the community telehealth stations.

 network aims to improve accessibility to health care services by increasing the frequency a patient will be seen by a specialist or their community physician and increasing the services from outside specialists at the community level. The IIU network is expected to reduce the need to travel to other locations for medical and social care.

Development of the network was supported by Health Canada Health Canada (French: Santé Canada) is the department of the government of Canada with responsibility for national public health.

Health Canada's goal is to improve Canadian life by improving Canadian longevity, lifestyle and use of public healthcare.
. The Nunavut Government received $3.47 million from CHIPP CHIPP Cypress Hills Interprovincial Park (Canada)  of the $7.4 million needed to upgrade and extend the program throughout Nunavut. There are now telehealth sites in 15 Nunavut communities.
