. During calendar year 2005, 87% of VA sales offered a benefit, the same as in 2004, but the figure rose to 69% in the first half of 2006. Election rates rose to 72% during that time, up from 68% in 2005 and 56% in 2004.

The "must-have" product feature in today's market is the guaranteed lifetime withdrawal benefit, Milliman said. Results were from a survey of 20 VA carriers representing about 65% of the VA market. The benefits generally protect policyholders from downturns in the equities markets after waiting periods of several years.
