It is the largest university in the country in terms of student enrollment and curriculum offered.  announced today that they have entered into an agreement in principle to establish a center of excellence for clinical pharmacology Clinical pharmacology is the science of drugs and their clinical use. It is underpinned by the basic science of pharmacology, with added focus on the application of pharmacological principles and methods in the real world.  in Singapore. The center will further enhance Singapore as a regional technology base for the pharmaceutical and health care industry. It will also help increase the quality of health care in the region through information on drug usage in relevant population groups and by furthering development of Good Clinical Practice Standards for the ASEAN community At its Ninth Summit in October 2003 the Association of South East Asian Nations (ASEAN) announced its intention to create an ASEAN Community based upon three pillars: ASEAN Security Community, ASEAN Economic Community and an ASEAN Socio-Cultural Community. .

Research in clinical pharmacology is critical in the process to develop drugs and treatments for diseases. Currently significant expertise in this area exists in North America North America, third largest continent (1990 est. pop. 365,000,000), c.9,400,000 sq mi (24,346,000 sq km), the northern of the two continents of the Western Hemisphere.  and Europe. However, different ethnic populations may respond to drugs and dosing differently. In Asia, there is a need to develop expertise in clinical pharmacology studies and to focus on certain diseases that are particularly prevalent in the region. The new research center will help meet needs in Asia and throughout the world.

). "This center will enable hospitals and pharmaceutical companies to design and develop effective medicines in Asia and throughout the world."

Under the terms of the agreement, a joint venture will be established between Lilly, the National Science and Technology Board of Singapore and the National University of Singapore. A new clinical pharmacology center will be built that will enable Lilly and the Singapore research community to conduct ethnopharmacology and regulatory clinical pharmacology studies. In addition to its share of the funding, Lilly will supply Singapore with capabilities in clinical pharmacology, clinical trial design, medical training, and IT systems and software. The National Science and Technology Board of Singapore is providing funding for the new facility and equipment that will be located on the campus of the National University of Singapore and adjacent to the university hospital. The clinical pharmacology center is expected to be operational in 1997. Over time, the clinical pharmacology center will make its services available to others conducting research in the area.

"As Lilly continues to expand its global presence, it has become increasingly important to have the capabilities to develop clinical expertise in different regions of the world," said August M. Watanabe, M.D., Lilly executive vice president, science and technology. "Our collaboration with The National Science and Technology Board and the National University of Singapore will enable us collect the clinical pharmacology data needed for timely regional product registration. It will also help us provide key medical opinion leaders with early access to and experience with the innovative products in our pipeline."

Clinical pharmacology involves the study of safety, pharmacodynamic activity, mechanism of action, pharmacokinetics, metabolism and the excretion of drugs in humans. A major goal of clinical pharmacology is to integrate all early clinical data into the design of a therapeutic regimen for studies in patients with targeted diseases. It is a critical element in the drug development process from identification of a new drug candidate in the discovery phase through the commercialization phase with emphasis on early drug development activities leading to product decisions.
