Library to apply for waiver.

WESTMINSTER - The Forbush Memorial Library will have to apply for a waiver from the state to receive state certification and funding.

The state has three requirements for library certification. A library must be open for a certain number of hours, spend 19 percent of its budget on new acquisitions, and increase its budget by 2.5 percent each year. Westminster's library exceeds the first two requirements, but is not increasing its budget in fiscal 2012. It has done this for the past two years and received waivers both times.

Library officials expect to receive a waiver again, as the state has increased the number of waivers they are giving because of the economy. However, if the state does not grant a waiver, that could result in a loss of state aid and denial of access to inter-library loans.
