What's on readers' minds: We received 14 letters urging Sen. Gordon Smith to filibuster filibuster, term used to designate obstructionist tactics in legislative assemblies. It has particular reference to the U.S. Senate, where the tradition of unlimited debate is very strong. It was not until 1917 that the Senate provided for cloture (i.e.  the energy bill pending in Congress; most of these appear to have been the products of a letter-writing campaign. Twelve letters addressed various aspects of the Bush administration's policy in Iraq, including the cost of reconstruction operations and whether the president and his advisers are correct in claiming that progress is being made. Ten letters responded to M. Reza Behnam's Oct. 19 Commentary article comparing Palestinians to Native Americans.
