Leo M. Hartz.


Leo M. Hartz, MD, MHM, FAAFP, is vice president of clinical advocacy and chief medical officer at Blue Cross of Northeastern Pennsylvania (BCNEPA). BCNEPA is a not-for-profit Blue Cross plan established in 1938 and serving approximately 600,000 members in a 13-county area. The health plan includes HMO HMO health maintenance organization.

Hartz oversees current programs including quality improvement, utilization and care management, and provider network development. In addition, he is responsible for developing new initiatives to improve patient safety and quality of care. Previously, he was medical director for network management at BCNEPA and prior to that he served as the medical director for Northeastern Pennsylvania Physicians Organization, a 150, member IPA IPA - International Phonetic Alphabet  based in Scranton, Pa. He is a graduate of the Pennsylvania State University Pennsylvania State University, main campus at University Park, State College; land-grant and state supported; coeducational; chartered 1855, opened 1859 as Farmers' High School.  and the George Washington University George Washington University, at Washington, D.C.; coeducational; chartered 1821 as Columbian College (one of the first nonsectarian colleges), opened 1822, became a university in 1873, renamed 1904.  School of Medicine. He is board certified in family practice with a CAQ in geriatric medicine and also certified by the American Board of Quality Assurance and Utilization Review Physicians (ABQAURP ABQAURP American Board of Quality Assurance and Utilization Review Physicians ) with subspecialty certification in managed care. Hartz serves as a consultant for BCE Technology, a company focused on improvement of medical record documentation and is a member of the board of directors of PMSLIC Insurance Company, a provider of medical liability insurance in the Pennsylvania marketplace.
