Parsons Brinckerhoff Parsons Brinckerhoff (PB) is a planning, engineering, program and construction management organization. The company has been involved in planning and designing some of the world's largest public works projects, such as Boston's Big Dig, Britain's rail system Network Rail; , a tenant at One Penn Plaza One Penn Plaza is a skyscraper near Pennsylvania Station in New York City, west of Seventh Avenue, between 33rd and 34th Streets.

It was designed by Kahn & Jacobs and completed in 1972. It reaches 229 meters (750 feet) with 57 floors.
 for 20 years, has taken 150,000 square feet in a renewal and expansion lease.

Undergoing a $25 million capital improvement program, One Penn Plaza is owned by Mid-City Mid-City can refer to:
