League of California Cities Kicks Off 105th Annual Conference: ``Saving Local Democracy''.

More than 1,000 city officials gathered at the Sacramento Community Theatre today for the rousing rous·ing

Sacramento Mayor Heather Fargo Heather Fargo (born December 12, 1952, in Oakland, California) has been Mayor of Sacramento, California since 2001. She was elected Mayor in November of 2000; replacing Jimmie Yee who served for Interim Mayor for over a year after the death of former Mayor Joe Serna.  delivered a warm welcome to the attendees, who gathered under the conference theme of "Saving Local Democracy."

League President and Oakland City Attorney John Russo presided over the opening session. Referencing the League's top priority -- strengthening protection of local revenues -- he promised that the conference attendees would have many opportunities over the course of the 3-1/2 day conference to discuss a League-sponsored initiative for the November 2004 ballot that would make it harder for the state to take funds from local services.
