One insurance industry expert described the VIAW to the Workers' Comp Executive as a "con job on the media and Legislature pure and simple." Another said it represented a public relations public relations, activities and policies used to create public interest in a person, idea, product, institution, or business establishment. By its nature, public relations is devoted to serving particular interests by presenting them to the public in the most attack on Gov. Arnold Schwarzenegger Arnold Alois Schwarzenegger (German pronunciation (IPA): [ˈaɐ̯nɔlt ˈaloɪ̯s ˈʃvaɐ̯ʦənˌʔɛɡɐ] and earlier, industry-backed legislation to improve California's workers compensation insurance system. Sugarman has longstanding ties to the CAAA and has received money as a consultant from CAAA for at least 5 years, according to industry lobbyists. The VIAW was formed on Jan. 19, amid workers' protests outside 18 regional offices of the Workers Compensation Appeals Board - demonstrations that VIAW suggested were largely spontaneous but which were actually organized well in advance.
