The 25 largest agencies reported $85 million in fee income, up from $75 million in 1991. There was just one change in the top five rankings. Burson-Marsteller, one of the largest P.R. shops in the nation, moved into the fourth slot while Fleishman-Hillard Inc. moved from fourth down to sixth.

The List is not complete because not all public relations companies participated in the survey. Sitrick & Co. was the major non-participant. If the company had taken part, it would rank among the top five. It specializes in crisis communications in the financial and entertainment fields.

Rogers & Cowan remained the top-ranked firm although income dropped $500,000 to $9.3 million compared to the previous year. Hill & Knowlton Inc. and Manning Selvage selvage - chad  & Lee remained in the second and third slots.

Several familiar names are absent from this year's List. Boonshaft-Lewis & Savitch, No. 21 on 1991's List, has gone out of business. Hope Boonshaft-Lewis has joined Edelman Public Relations while Fran Savitch has opened up her own firm. Boonshaft-Lewis said the recession, coupled with her agency's inability to service globally expanding clients, caused her to shut down.

Halsted Communications Inc. has been merged into Porter/Novelli, enabling that firm to enter the list in 17th position. Halsted was at 24th place and is a health care specialist.
