EVEN as L.A.-area cities face one of their toughest budget years ever, their populations continue to increase. Local governments face at least $1.2 billion in cuts from the yet-to- be-passed state budget, including $850 million or so from lost vehicle license fee revenues, and about $250 million that would be cut from redevelopment agencies. Pension funds loom loom, frame or machine used for weaving; there is evidence that the loom has been in use since 4400 B.C.
