Landmarks 2003: the National Apartment Association, a year in review.


Dear Members,

Thank you for allowing me to serve as your President this year.

 and create an even closer working relationship between the two organizations. I'm pleased to report that the NAA/NMHC Joint Legislative Program has been extended through 2006. In addition, NAA and NMHC are sharing more information and our staffs are working more closely together. Our already successful partnership is on track to become even more valuable to NAA and NMHC members.

We have embarked on a new venture, a comprehensive program that addresses the critical challenge facing the apartment industry's employee recruitment, training and retention needs. This venture, NAA University, will operate as a "virtual" recruitment and training center. NAA University will partner with NAA state and local affiliates, universities offering residential property management programs, community colleges, career and technical schools, high schools, larger member companies and any other organizations or foundations that will enable us to deliver recruitment services and career learning opportunities. We have begun the process of determining who might be interested in supporting this venture and designing a business plan for NAA University. As we proceed, you'll receive more frequent communication on this exciting and revolutionary project.

The 2003 Education Conference & Exposition in New Orleans New Orleans (ôr`lēənz –lənz, ôrlēnz`), city (2006 pop. 187,525), coextensive with Orleans parish, SE La., between the Mississippi River and Lake Pontchartrain, 107 mi (172 km) by water from the river mouth; founded  was a huge success. Those who attended the conference and expo gave this conference the highest ratings NAA has ever achieved. Attendees found the speakers interesting, topics timely and the exposition the most comprehensive in the industry. We look forward to seeing all of yon in Las Vegas Las Vegas (läs vā`gəs), city (1990 pop. 258,295), seat of Clark co., S Nev.; inc. 1911. It is the largest city in Nevada and the center of one of the fastest-growing urban areas in the United States.  next year, June 24-26, 2004.

Our Strategic Growth Initiative continues to be very successful in creating new affiliates and delivering programs in states where NAA has not had a presence, as well as in states where NAA and its member companies have been under represented. I am very excited that we have a new affiliate on the West Coast with the granting of a charter to the metro Seattle, Wash., area. We also have welcomed affiliates in Rochester, N.Y., Pensacola, Fla., and Pittsburgh, Pa., and it is very likely that Salt Lake City, Utah For ships of the United States Navy of the same name, see .

, and Memphis, Tenn., will join the NAA federation before year end.

Continued membership growth is key to the future success of NAA, its state and local affiliates. Also key is your involvement at your local, state and national association. Your commitment and leadership will ensure that the apartment industry's voice continues to be heard in your state capitol and in Washington, D.C., and that apartment industry employees continue to have access to high-quality, affordable training programs. Together we will continue to make a difference.

STRATEGIC GROWTH INITIATIVE CONTINUES TO BUILD MEMBERSHIP

The Strategic Growth Initiative, the original creation of 2001 NAA President, Phil Carlock, CAPS, CPM, originally was created as a long-term commitment to help establish NAA's presence in areas of the country where NAA affiliates did not exist. It also set out to expand NAA's presence in states where NAA's presence was not as strong as it could be.

The first year of the initiative program was spent establishing the structures for a successful growth campaign and implementing the effective elements of the program. NAA's 2003 President, Tom Shelton, CAPS, CPM, was instrumental in continuing the Strategic Growth effort this year, particularly in Seattle, Wash.; Pittsburgh, Pa.; Rochester. N.Y.; and Pensacola, Fla.; where four new affiliates were founded.

 Strategic Growth Initiative has fostered the inception of 16 new affiliated apartment associations and added six new states to NAA's membership base. These associations represent more than 777 new members and 113,363 units, bringing NAA's total membership to 29,500 members, representing 4.89 million units.

NAA LEASE PROGRAM GROWS IN COVERAGE AND AVAILABILITY

NAA and Blue Moon Software, Austin, Texas, have created an easy-to-use lease program that enables lease forms to be filled out directly from a computer. The software produces complete, accurate lease packages in minutes and quickly generates and tracks lease renewals and pre-leases on a unit-by unit basis--just to name a few of the lease program's valuable functions.

The software, which as of October 2003 is available for use in 30 states, provides a reminder prompt when a pre-lease becomes current.

A list of states where the lease program is available appears below and as states are added, an updated list appears at www.naahq.org. The Web site also gives details about the cost and ordering the software. Information on the lease software is available at www.bluemoon.com.

NAA WEB SITE INTRODUCES ENHANCEMENTS

In 2003 NAA continued to improve its Web site to greatly enhance its value to the members. Daily updates are designed to keep all NAA members and affiliates on top of any issue affecting NAA or the industry. In 2003, www.naahq.org had approximately 110,000 page views per month, or 1.32 million page views for the year. More than 117,000 unique users visited the site in 2003.

The NAA Regional Pages were introduced in mid-2003 to provide affiliates a place to promote their meetings, education opportunities and other events to the members in their regions. The regional pages feature easy-to-follow maps which allow members and prospective members to easily find the NAA affiliate which serves their area. Here, they can also see who represents their region on the NAA Board of Directors and view the Executive Directors for all affiliates. There also is a frequently asked questions page for each region. Content is added to these pages daily.

UNITS MAGAZINE KEEPS MEMBERS INFORMED

UNITS magazine, the foremost magazine in the multifamily housing industry with a readership of more than 100,000 multifamily housing professionals, provides members and subscribers with news from the multifamily housing industry; keeps members informed of NAA news and events; serves as a forum for members and subscribers; and acts as a marketplace of industry goods and services In economics, economic output is divided into physical goods and intangible services. UNITS provides an excellent resource for members of the industry to learn about the issues and topics that affect them and their daily course of business. During the past year, UNITS increased its range and depth of topics by expanding its coverage of development and financial issues. In April, UNITS featured an in-depth report on terrorism insurance Terrorism insurance is insurance purchased by property owners to cover their potential losses and liabilities that might occur due to terrorist activities.

NAA makes sure that members are informed of all sides of an issue-what they should know as industry professionals, as well as what residents need to know.

In 2003, UNITS received its first BPA BPA British Paediatric Association.  Audit, which certifies circulation figures. This audit is something many advertisers require.

Also, UNITS will have its first Harvey Ad-Q readership survey, which will help UNITS editorial staff and advertisers learn what is valuable to readers. The audit and survey are scheduled to be conducted again in 2004.

SURVEY OF INCOME AND EXPENSES PROVIDES VALUABLE INFORMATION

NAA's Survey of Income and Expenses in Rental Apartment Communities is published annually and provides the nation's apartment management firms, builders, owners, financiers and vendors with the financial information needed to conduct their daily operations and can be used as a tool to support their strategic and business planning.

In 2003, the AEC held several workshops, roundtable and panel discussions to reach out to NAA affiliates and provide professional development opportunities and AE trainings at NAA conferences.

During the NAA Education Conference & Exposition in June, the AEC presented a session on "How to Offer NAA Education Programs," and a panel of industry professionals addressed the Council and highlighted the benefits and services provided by the association that they found to be valuable. The professionals on the panel also discussed current business challenges their companies faced during the 2003 economic downturn. AEs participated in Best Practices Roundtable discussions, which allowed AEs to share their programs and services that work best for their associations.

The AEC conducted a major survey, gathering data that will allow NAA staff, AEs, local and national leadership to respond to strategic challenges and opportunities. This survey not only provided AEs with a wealth of useful information, but pertinent information that can be used by NAA members as well.

The AEC greatly improved communication between AEs, through effective use of the AE listserv. The listserv fosters interactive relationships between geographically diverse associations, and AEs exchanged ideas, concerns and information. NewsWire, a monthly newsletter for association executives and staff, highlights articles identifying emerging trends and professional development opportunities and resources in association management.

AEs face many challenges, and the AEC has created an effective structure to provide guidance, support and inspiration. In addition, the AEC has developed resources for more experienced and successful AEs to share their expertise in ways that truly make a difference to the multifamily industry.

NATIONAL SUPPLIERS COUNCIL ADDS PARTNERS AND FOSTERS SUCCESS

) comprises outstanding industry partners who provide the supplies and services to our members that are needed to conduct business each day. Members are located throughout the United States and represent a variety of companies.

NSC members are active participants of NAA and support the association through committee involvement, legislative support and participation and sponsorship during the annual NAA Education Conference & Exposition and other NAA programs and events.

In 2003, the NSC provided more than $500,000 in sponsorship for the 2003 NAA Education Conference & Exposition. Seventy-four percent of NSC member companies exhibited at the Education Conference.

The NAA Board of Directors approved 11 new NSC members in 2003, growing the Council to 106 total members. Their contributions and continued support of the apartment industry continually add to NAA's success.

UNEMPLOYMENT RATES CHALLENGE RENTAL APRATMENT MARKET

The enormous loss of jobs during the past three years is affecting the rental housing market. Rental apartment vacancy rates, according to according to

Net effective rent increases have moderated to a rate of less than 3 percent at annual rates in recent months. Street rents in a large number of local markets have declined or are flat.

New apartment construction has remained relatively stable. Apartment unit starts will be down by approximately 3 percent this year, putting the total at 299,000 units, which matches the average for the period since 1998.

Absorption rates of new rental apartments this year will decline for the third consecutive year. The declines, however, are modest. This is similar to previous apartment downturns with the existing rental apartment stock bearing more of the brunt brunt

Apartment markets in the Northeast tend to have lower vacancy rates than other regions of the country as a result of low levels of new construction caused by little population growth.  of Northern New Jersey dropped to less than 3 percent. They were approximately 4 percent in Pittsburgh and Philadelphia, according to M/PF research. Boston had the highest vacancy rate (approximately 5 percent), but that was down nearly two full percentage points.

Midwest. The Midwest has suffered the brunt of the weak labor market this year, especially in its manufacturing sector. Employment declined by 292,000 jobs during the year period ending in August. The weak labor market in the region helped produce increases in apartment vacancy rates in almost all of its major metropolitan markets. The highest vacancy rates were in Indianapolis (more than 10 percent), according to Hendricks & Partners. Cincinnati and Kansas City Kansas City, two adjacent cities of the same name, one (1990 pop. 149,767), seat of Wyandotte co., NE Kansas (inc. 1859), the other (1990 pop. 435,146), Clay, Jackson, and Platte counties, NW Mo. (inc. 1850).  experienced vacancy rates of greater than 8 percent. Milwaukee and Minneapolis-St. Paul had the lowest vacancies at slightly more than 5 percent.

South. The labor market in the South has seen some recovery, adding 10,000 jobs (0.01 percent) over the year period ending in August. Its unemployment rate at 5.6 percent was the lowest among all regions.

Rental apartment markets in most major metropolitan areas in the South softened this year. For example, Atlanta and Dallas eased because of relatively high levels of new construction and weakened labor markets. Atlanta and Dallas have rental apartment vacancy rates of 12 percent, according to Marcus & Millichap. Atlanta's market is improving as its labor market is again adding jobs. Tampa and Orlando have seen their apartment vacancy rates rise above 9 percent. The rates in South Florida markets have risen to between 6.7 percent and 7.7 percent. The Washington, D.C., metropolitan area market has a relatively low vacancy rate (5.3 percent). It, however, is up from 4 percent one year ago and from just over 2 percent two years ago.

West. The labor market in the West began recovering early this year, but losses have occurred since April. Employment declined by 40,100 jobs (0.1 percent) during the 12-month period ending in August. Its unemployment rate (6.4 percent) was the highest among all regions. The West is the only region with an unemployment rate above the national average.

I am pleased to report to you on the many exciting programs and services that are responsible for making the National Apartment Association the only association that represents the interests and needs of the entire spectrum of the multifamily housing industry.

The NAA Leadership and Staff constantly review the products and services we provide to our members to ensure they meet the current and future needs of the members and the industry. This diligence is in great part responsible for the strides we have achieved in 2003.

* Membership retention has been incredibly strong in spite of the economy. Our member numbers continue to exceed 29,500 and we are reporting more than 4.89 million units, which is a new high for NAA.

* The NAA National Lease may now be purchased in 30 states, and we recently added 10 extra forms that might be used by site holders. During 2003 we sold our 1,000th site license and by year-end we should have doubled the budgeted revenue in 2003 for this program.

* The sale of Education products and services continues to be seen as one of the major benefits available to our members. Many thanks to our affiliate partners who provide education programming at the local level and do a great job of promoting education to their members.

* Our overall Government Affairs programs also continue to grow and provide the oversight at the state and federal level necessary to protect the interests of our members. Our excellent partnership with the National Multi Housing Council has been extended through 2006, while our own State and Local initiative continues to expand and will grow even stronger in 2004. During 2003 we will raise the highest total of PAC rinds in NAA history, but we still have a long way to go. I strongly encourage every NAA member and their employees to become involved with NAA PAC. With your support, our industry's message will be heard on Capitol Hill.

* Through September 2003 our financial operating results exceed budgeted goals. * Finally, the 2003 Education Conference & Exposition was a certified winner for our members and the industry. The NAA trade show is now the largest in the multifamily housing industry and our goal is to maintain this status in the years to come. We are constantly working to make sure that our programming meets the current and future needs of our members. We value your input. I do not have a crystal ball showing what the future entails for our industry. I do know, however, that NAA and our affiliates will be there to respond to your needs on a timely basis. NAA/NMHC RENEW JOINT LEGISLATIVE PROGRAM PARTNERSHIP CONTINUE TO LEAD APARTMENT INDUSTRY ADVOCACY ON CAPITOL HILL

Since 1991, NAA and the National Multi Housing Council (NAA/NMHC) have operated a Joint Legislative Program and represent the nation's leading apartment owners, managers, developers, brokers and lenders. Together, the organizations operate a federal legislative program and provide a unified voice for the private apartment industry on Capitol Hill and in the federal agencies. The organizations renewed their partnership in August 2003 for another three-year term and NAA looks forward to more legislative successes.

On January 29, the FCC (1) (Federal Communications Commission, Washington, DC, www.fcc.gov) The U.S. government agency that regulates interstate and international communications including wire, cable, radio, TV and satellite. The FCC was created under the U.S.  handed apartment owners and residents a significant victory when it issued new regulations (FCC 03-9) governing the types of contracts apartment firms can enter into with competitive video providers. After eight years of NAA/NMHC's education efforts on this issue, the FCC has decided not to ban or cap the length of exclusive contracts between apartment providers and video providers. The FCC agreed with NAA/NMHC, saying there is no proof that exclusive contracts (which run for a specified time) or perpetual contracts (older contracts signed when there was only a single provider, but now affecting less than 10 percent of the market) are significant impediments IMPEDIMENTS, contracts. In response to President Bush's effort to alter the Section 8 Housing Program, NAA President Tom Shelton and NAA Member Andrew Showe, Vice President of Showe Management in Columbus, Ohio Columbus is the capital and the largest city of the American state of Ohio. NAA PAC EXPANDS INFLUENCE AND FUNDING

The NAA Political Action Committee (NAA PAC) made significant strides toward reaching our goal of emerging as a first-rate PAC. With the 2003 NAA PAC State Ambassadorship leading the way, we have raised over $85,000 of our goal of $150,000. The Ambassador Program has grown to 58 volunteer fundraisers, representing all regions of NAA. We have increased the awareness of our political education program through publication of quarterly newsletters, and the development of a customized fundraising video.

During the 2001-2002 election cycle, NAA PAC financially supported 77 congressional candidates, with 92 percent of them winning.

A highlight of the 2003 Capitol Conference was its annual PAC fundraiser, which was held at the International Spy Museum The International Spy Museum is a privately owned museum dedicated to the field of espionage located in the Penn Quarter neighborhood of Washington, D.C., and one block west of the Gallery Place-Chinatown Metro station.  in Washington, D.C. 2003 CAPITOL CONFERENCE SETS RECORD FOR CONGRESSIONAL VISITS

In February, NAA/NMHC released its 2003 Legislative and Regulatory Priorities for NAA members to carry to lawmakers during the annual Capitol Conference. At the 2003 Capitol Conference, NAA membership made a record number (249) of visits to Congressional members. The informational hearing was the first time an NCSL committee addressed the mold issue. NAA represented the only real estate group on the panel. The legislators were concerned about the possible health effects of mold and how it had become such a problem, especially in schools.

NAA SUPPORTS ITS AFFILIATES

NAA Executive Vice President, Doug Culkin and Vice President for State & Local Policy, Barbara Vassallo testified before Maryland House and Senate committees respectively, in favor of legislation promoted by the Apartment & Office Building Association of Metro Washington that would protect vital building records from public access. The legislation was enacted this spring and makes Maryland and Virginia the only two states to have such protections for privately owned buildings.

In June, NAA submitted comments to the Massachusetts Legislature s joint Committee on Housing and Development in support Of legislation that would allow apartment operators to bill residents for their water usage. The Rental Housing Association of Boston promotes the legislation. Massachusetts is the only state that prohibits submetering of water and other utilities in rental housing. The legislation remains in committee.

EDUCATION FOCUSES ON ENHANCEMENTS AND NEW INITIATIVES

This year has seen a blend of old and new as ongoing programs continued to receive support and enhancement, while new initiatives brought Internet connectivity even closer to reality.

Communication and Support

Understanding the importance of clear and accurate information, communication received heightened emphasis in 2003 as monthly affiliate conference calls drew participants from across the country. Departmental updates to member affiliates appeared regularly in the electronic NewsWire. Monthly affiliate mailings brought news and solicited input on the direction of NAA education.

Throughout 2003, the Education and Membership departments worked together in developing and initiating education efforts at local affiliates. New affiliates and education initiatives were supported in San Diego San Diego (săn dēā`gō), city (1990 pop. 1,110,549), seat of San Diego co., S Calif., on San Diego Bay; inc. 1850. San Diego includes the unincorporated communities of La Jolla and Spring Valley. A best-marketing-practices survey of those affiliates delivering education produced helpful insights and valuable tools for the benefit of affiliates with programs not yet fully in place or delivering expected results. By the end of the year, an Education Start-Up resource manual had been created and tested. In 2004 it will be used with a network of mentors to support new education initiatives.

The designation programs continue as the cornerstone of the NAA Education Program. In 2003, a newly updated and enhanced NALP (National Apartment Leasing Professional) program hit the shelves. Elevating its own standards, the CAPS (Certified Apartment Property Supervisor) program initiated a full final examination requirement designed to enhance the value of the designation and build stronger communication skills.

At the end of 2003, a fully updated and enhanced Rental Owner's Course became available in response to a growing level of participation from independent rental owners across the country.

Special Programs

Two important programs were developed and distributed in 2003 in response to critical issues at hand for the apartment industry. The "FBI on Terrorism" video and accompanying CD were produced and distributed to all local affiliates in their efforts to inform their members about the threats of terrorism. The "Mold Remediation and Prevention" program was written for use by affiliates and members alike. This all-day program offers a complete review of the mold issue--from history, science, litigation An action brought in court to enforce a particular right. The act or process of bringing a lawsuit in and of itself; a judicial contest; any dispute.

Focus Forward

Electronic delivery of education and products is vital to the continued enhancement of NAA's education efforts. As 2003 ends, the first NAA designation online program--CAPS Adding Value with Technology--is in design. Program release is expected in first quarter 2004. At the same time, the department plans to debut online product ordering and delivery of printed designation course materials.

An online learning management system is being explored for use in 2004. The NAA Campus would accommodate designate and candidate file maintenance, program delivery, online testing and grading of programs, access to resource material, professors, chat rooms and e-commerce.

As the only national service that provides disabled persons with listings of apartment designed for their special needs, NAAC continues to expand and assist countless persons with disabilities in finding suitable housing. The Clearinghouse has more than 70,000 apartment units in more than 155 local metropolitan areas listed in its database. This fall, the Clearinghouse continued to expand its services by adding a searchable database Refers to databases on the Web that are searchable by typing in a query. The term is quite redundant because all databases are searchable. In fact, that is one of their major features.  to its Web site. Residents and independent living centers nationwide can now find accessible apartment listings 24 hours a day at www.forrent.com/naac.

NAAC continues to provide all services to residents and apartment owners at no charge.

Held June 19-21 in New Orleans, La., the 2003 NAA Education Conference & Exposition was another success. With a strong education program and dynamic trade show to go with timely and entertaining keynote speakers, the tagline of the 2003 Conference. "Leading The Way," rung loud and clear.

The NAA Education Conference & Exposition also offered numerous opportunities to network and to mingle with the thousands of other multifamily housing professionals in attendance.

Attendees were entertained by Bennie Anderson Bennie Tyron Lamar Anderson (born February 17, 1977) is an American football offensive guard who currently is a free agent. He most recently played for the Miami Dolphins, and collegiately at Tennessee State University.  & The Drifters at the Opening Party on Thursday night and danced the night away on Saturday night to The Pointer Sisters The Pointer Sisters are an American Grammy Award-winning R&B group and recording act from Oakland, California that achieved great success during the 1970s and 1980s. Spanning four decades together between 1969 and the recent date, their repertoire has included diverse genres as  at the National Suppliers Council-sponsored Closing Gala.

In 2003, the NAA Education Conference & Exposition welcomed a record number (16) of metal sponsors, led by eight Platinum Sponsors.

HALL OF FAME HONORS HUNNICUTT

The Hall of Fame Award was created to recognize individuals for their outstanding achievement in the apartment industry.

Hap Hunnicutt, CAPS. President, Equity Development Co., Houston, was inducted into the NAA Hall of Fame at the 2003 NAA Education Conference & Exposition in New Orleans.

He served as NAA President in 1996 and has been an NAA Board member since 1987. Hunnicutt was introduced by the 2000 Hall of Fame inductee and long-time friend Rob Johnston. CAPS, CPM, First Communities, Atlanta

"When I first heard the news I was humbled," said Hunnicutt, whose parents were in attendance to hear the news for the first time. "I am honored. I want to thank my family, my friends and NAA for this great honor."

Johnston spoke of Hunnicutt's sincere dedication, hard work and many contributions to both NAA and the multifamily housing industry as President.

"His passion lot people and causes is his compass," said Johnston. "He commits his heart and soul to everything he does and then asks, 'What can I do next?'"

Hunnicutt, who served both the Texas Apartment Association and the Galveston Apartment Association, was instrumental in NAA's development of the lease program and currently is NAA PAC Subcommittee Chair and Chair of the TAA TAA - Track Average Amplitude  Education Foundation. In 1997 he raised $350,000 while serving as President of the NAA Education Foundation.

LEADERSHIP LYCEUM DEBUTS IN 2003

The NAA Leadership Lyceum debuted in Boston during the Assembly meeting and will help identify and develop a well-informed, highly motivated group of emerging multifamily housing industry leaders, people with a broad-based vision for, and a strong commitment to the mission and strategic objectives of the NAA and its affiliated associations.

It is critical that each of us, as volunteer leaders and association professionals, take time to understand our federation. By doing so, we more effectively lead and govern our organization to provide education, legislative advocacy and a variety of programs for our members and the rental housing industry.

NAA becomes a stronger organization when industry leaders become NAA leaders.

A PARAGON Award is the highest honor an individual, association or company receive from NAA. The PARAGON Awards are divided into three categories: NAA Education Designate Awards, NAA Affiliate Associations Awards and the Builders, Owners and Developers Awards. The Affiliate Associations category is split into divisions based on size--more than 30,000 units and less than 30,000 units--ensuring competition will come from affiliates similar in size. The NAA Affiliate Association Awards are presented to one winner in each size category and consist of the Communications Award, Community Service Award, the Education Award, the Government Affairs Award and the Membership Award.

The Chris Christenson Association Executive (AE) of the Year honors NAA's top AE, while the National Suppliers Council (NSC) Achievement Award recognizes the stellar contributions of a NSC member.

Recognizing the need to highlight excellence in the various structures and buildings comprising apartment homes, NAA has expanded the portion of the awards program devoted to builders, owners and developers for 2003.

The new awards consider overall style, age and size in 15 different awards, making it possible for all members to be recognized for excellence and design. In 2004 the awards will expand to recognize a property management company, an individual and creativity.

There are many exciting and interesting communities that more than one-third of the nation call home and NAA wants to recognize them for their uniqueness and design.
