On Sept. 7, 1876, Jesse and Frank James and their bandit gang attempted a (failed) bank robbery there, which resulted in the deaths of two Northfield citizens., MN, labored for three years to improve redistricting redistricting: see legislative apportionment. in its county. The League remained steadfast, despite setbacks, and finally achieved success in 2004! In a nutshell, the county board of commissioners selected a redistricting plan that was significantly unequal in population and refused to budge after the Northfield League had filed suit and the district court and appeals court had ruled against that board. So, the League filed its objection to the board's obduracy. The district court then declared the board to be without authority to redistrict and appointed a new 5-member commission to do the job. After four weeks of intensive study, that new commission published its recommended plan. Result: not the ideal, but a fair and sensible plan that provided voting districts "as equal as possible," as required by statute, and the League's position on representative government now has a powerful and useful precedent in Minnesota case law!
