, whose plan to care for local homeless competed with two others vying for funds, officials said Thursday.

Linda Malerba, a Lutheran program director based in Santa Clarita, said the city's $36,000 only partly covers their costs. ``It just doesn't hit the needs of the homeless in the Santa Clarita Valley,'' Ferry said of the veteran group's proposal.

The Lutheran proposal has something to offer any homeless person An individual who lacks housing, including one whose primary residence during the night is a supervised public or private facility that provides temporary living accommodations; an individual who is a resident in transitional housing; or an individual who has as a primary residence a , depending on his or her circumstances, he added.

``There is a component on hotel vouchers, a component on transportation,'' Ferry said. ``That way, we can deal with homeless families, battered women, kids.''
