Traffic signals failed, causing confusion on heavily traveled streets.

An underground explosion that took out a 15,000-volt cable was blamed for the blackout, which Glendale Water and Power crews ended about 3:15 p.m.

``It was unfortunate it happened during the lunch hour, which is one of the busiest times of the day for businesses and restaurants on Brand Boulevard and neighboring neigh·bor
