For the first time in nearly a year, the Lane Transit District A transit district or transit authority is a special-purpose district organized as either a corporation chartered by statute, or a government agency, created for the purpose of providing public transportation within a specific region.  Board soon may be back to full strength.

Three candidates - assistant principal and former Creswell mayor Michael Dubick, business owner Donald Nordin and county fair executive Warren Wong - have applied with the governor's office to represent Subdistrict 3, which encompasses southeast Eugene, Creswell, Cottage Grove Cottage Grove, village (1990 pop. 22,935), Washington co., SE Minn., near the St. Croix River; inc. 1965. There is farming (cattle, sheep, corn, and soybeans) and manufacturing (chemicals and machinery).  and Lowell.

Eight applicants, including three new ones, seek appointment to Subdistrict 6, which stretches from west Eugene to Junction City Junction City, city (1990 pop. 20,604), seat of Geary co., NE Kans., at the confluence of the Republican and Smoky Hill rivers; inc. 1859. The rail, trade, and processing center of an agricultural and dairy area, it grew as the supply point for nearby Fort Riley, . The newest applicants are college business professor David Brink, Lane Community College teacher Greg Evans and retired LTD LTD 1 Laron-type dwarfism 2 Leukotriene D 3 Long-term depression, see there 4. Friday was the application deadline, and Gov. Ted Kulongoski is expected to announce his choices soon. Senate confirmation hearings are slated for Nov. 20, and Kulongoski hopes to fill the Subdistrict 6 position effective Dec. 2 and the Subdistrict 3 position effective Jan. 1, said Lonn Hoklin, the governor's communications director. Both seats are for four years.

A potential complicating factor is that state law requires that at least one of the board's seven members be a person "who regularly uses" mass transit, a status not claimed by any current board member. Hoklin said no determination has yet been made on which applicants might satisfy that requirement.

The three Subdistrict 3 applicants hope to succeed Cottage Grove resident David Gant, whose term expires Dec. 31.

The new Subdistrict 6 board member will succeed David Kleger, who stepped down in January after 12 years on the board. Kleger, a wheelchair user, satisfied the regular-user-of-mass-transit requirement.

The application period for the Subdistrict 6 seat has been extended twice, with the governor's office declining to name an appointee APPOINTEE. A person who is appointed or selected for a particular purpose; as the appointee under a power, is the person who is to receive the benefit of the trust or power. . At least one applicant, John Long, claims to be a regular LTD bus rider.

Only LTD and Tri-Met in Portland have appointed boards; all other transit district boards in Oregon are elected.
