For the first time in nearly a year, the Lane Transit District A transit district or transit authority is a special-purpose district organized as either a corporation chartered by statute, or a government agency, created for the purpose of providing public transportation within a specific region. Board soon may be back to full strength. Senate confirmation hearings are slated for Nov. 20, and Kulongoski hopes to fill the Subdistrict 6 position effective Dec. 2 and the Subdistrict 3 position effective Jan. 1, said Lonn Hoklin, the governor's communications director. Both seats are for four years. A potential complicating factor is that state law requires that at least one of the board's seven members be a person "who regularly uses" mass transit, a status not claimed by any current board member. Hoklin said no determination has yet been made on which applicants might satisfy that requirement. The three Subdistrict 3 applicants hope to succeed Cottage Grove resident David Gant, whose term expires Dec. 31. The new Subdistrict 6 board member will succeed David Kleger, who stepped down in January after 12 years on the board. Kleger, a wheelchair user, satisfied the regular-user-of-mass-transit requirement. The application period for the Subdistrict 6 seat has been extended twice, with the governor's office declining to name an appointee APPOINTEE.
