LOWER ATTENDANCE BLAMED ON FESTIVAL IN SANTA BARBARA.

Ventura County Fair officials said an earlier start to this year's fair and competition from a popular Santa Barbara Santa Barbara (săn'tə bär`brə, –bərə), city (1990 pop. 85,571), seat of Santa Barbara co., S Calif., on the Pacific Ocean; inc. 1850.  event contributed to a 4.6 percent decline in overall attendance.

The event's 12-day run drew 257,862, compared with total attendance of 270,257 last year. Overall attendance was down even after the final weekend drew more fairgoers compared with last year, officials said.

``It could have been anything that cost us those 12,000 people. But as we look at the five-year trend, with the exception of last year, there's been a moderate to good increase,'' said Devlin Raley, a fair spokesman.

Raley said the band had a $21,000 contract to perform. ``That is a legal issue at this point.''
