LOTTERY WAGERS ON KENO REPLACEMENT.

The new Hot Spot game is similar to keno except that prizes are not paid on the fixed basis that prompted the California Supreme Court to rule keno illegal. Instead, the game is parimutuel pari-mutuel, parimutuel

betting on the totalizator. Literally means betting between ourselves. All of the money wagered is divided up equally between those who have backed the winning and placed horses.
. The prize pool, therefore, is determined by sales, then is divided among winners.

The state Attorney General's Office has ruled that the new game is legal.

``This means Californians once again have a game that they can play in a social setting,'' said lottery spokeswoman Jeanne Winnick. The game is displayed on video terminals in 8,000 locations such as bowling alleys and bars.

The loss of keno in June and other recent setbacks were expected to cost the education-benefiting lottery $500 million in sales, cutting expected 1996-97 revenue to $1.9 billion. But Winnick said Thursday that Hot Spot may bring in $135 million to $140 million during the remainder of this fiscal year.
