LOS ANGELES COUNTY JILTED AGAIN SECOND CAO CANDIDATE REJECTS JOB OFFER.

The Board of Supervisors had said Monday that Orange County Executive Officer Thomas G. Mauk had accepted Los Angeles' $270,000-a-year job.

 met with Mauk in closed session and said they had convinced him to stay with an 8 percent raise he declined to take last June and another 4 percent raise effective Jan. 1.

``This is pretty embarrassing for the county to have a second person actually turn them down,'' said Bob Stern, president of the Center for Governmental Studies.

``It seems almost like these people are using the county to enhance their other positions. This shows how difficult a job this is if people are expressing interest and then not accepting the position once it's offered.''

Orange County Board of Supervisors Vice Chair John Moorlach said the supervisors met with Mauk on Tuesday and made him the counteroffer In contract law, a proposal made in response to an original offer modifying its terms, but which has the legal effect of rejecting it.

In a prepared statement, Mauk said he has a lot more work to do in Orange County.

Edelman.  said he was disappointed to learn Mauk had decided to stay in Orange County.

``We thought we had an agreement as of (Monday) morning and we did have an agreement, but Mr. Mauk obviously had a change of heart for whatever reason, and it's Orange County's gain,'' Yaroslavsky said. ``We thought very highly of Tom and obviously so did the Orange County Board of Supervisors, and congratulations to them. We have to move on and we will.''

Mauk is the second candidate to turn down an offer to replace retiring Chief Administrative Officer A chief administrative officer (CAO) is responsible for administrative management of private, public or governmental corporations. The CAO is one of the highest ranking members of an organization, managing daily operations and usually reporting directly to the chief executive  David Janssen.

Earlier this month, the supervisors offered the position to Sandra L. Vargas, the administrator for Hennepin County, Minn., but she turned it down and instead accepted a job heading a charitable foundation in Minneapolis.

Janssen, who retired Jan. 16 from his $242,000-a-year job, has been rehired under contract for $20,176 a month while a successor is sought.

Mauk's decision to reject Los Angeles' offer could make it more difficult to find a permanent replacement for Janssen, said Sherry Bebitch Jeffe, a senior scholar at the University of Southern California The U.S. News & World Report ranked USC 27th among all universities in the United States in its 2008 ranking of "America's Best Colleges", also designating it as one of the "most selective universities" for admitting 8,634 of the almost 34,000 who applied for freshman admission  School of Policy, Planning & Development.
