 of warehouse-style retail stores, a City Council panel Tuesday recommended new restrictions to limit construction of the popular outlets close to homes and even within commercial zones.

The recommendation by the City Council's Planning and Land Use Management Committee, authored by committee Chairman Hal Bernson Hal Bernson served as Los Angeles City Councilman for the 12th district. He was chair of the Transportation Committee. Prior to being on the City Council, he served in the Navy.

The measure would require the stores to get special permits as a condition of operation that would require public hearings and allow the city to impose operating and design restrictions.

Bernson's motion also directs city planners to consider any other rule to ``suitably restrict (the warehouse stores) so as to protect nearby residential and other sensitive uses.''

He said the proposal is not in response to any one store.

But the action comes less than a week after homeowners in Van Nuys protested plans by Home Depot The Home Depot (NYSE: HD) is an American retailer of home improvement and construction products and services.

Headquartered in Vinings, just outside Atlanta in unincorporated Cobb County, Georgia, Home Depot employs more than 355,000 people and operates 2,164 big-box
 to establish a store on 19 acres on the south side of Roscoe Boulevard, west of Woodley Avenue.

The facility already is required to get a conditional use permit because it would exceed 100,000 square feet. But on Tuesday Greg George, the western regional real estate manager for Home Depot, said the panel's proposal was troubling.

``We think the motion is trying to push us further and further away from areas that we think are dynamic for us, so I am concerned,'' George said.
