LIBYA - The Logistics.


NOC (Network Operations Center) A central or regional location for monitoring a large network. Also called a "network management center" (NMC), "service management center" (SMC) or "network control center" (NCC), a NOC may be used to manage a large enterprise network,  has all the logistics it needs to preserve and expand its market shares. It owns and runs an elaborate system of pipelines for crude oil, products and the gathering of associated gases.

NOC has six oil terminals and storage facilities along the coast from Tobruk in the east to az-Zawiya in the west: Tobruk's Marsa el-Hariga has three berths with a loading capacity of 8,000 tons/hour. Marsa el-Brega, the site of Libya's LNG LNG (liquefied natural gas): see under natural gas.  plant (see gmt3LibGasExprtJul16-07), has three crude oil berths for tankers of up to 300,000 dwt. It includes a dock for tankers to load or discharge refined products, a berth for LNG tankers and another for LPG LPG: see liquefied petroleum gas.

An SBM SBM - Solution Based Modelling  at the terminal and a 2.5 km pipeline have been installed by Saipem. Zueitina has five offshore crude oil loading berths, with three SBMs and two CBMs, and can load at 6,500 tons/hour.

Ras Lanuf, the site of a major oil export refinery and petrochemical complex, has three CBMs and three inner ports which can load at 7,000 tons/hour. Es-Sider is a dedicated crude oil terminal operated with CBMs for crude exports to load tankers of up to 250,000 dwt at 6,600 tons/hour. Az-Zawiya, the site of an oil refinery, has three offshore berths serving tankers of up to 140,000 dwt for crude and fuel.

There are crude oil and products storage facilities at these terminals and in the Oilinvest system in Europe. Oilinvest leases storage facilities for crudes and products in Europe and Malta.

Libya has had two shipping firms: the General National Maritime Transport Co. (GNMTC), based in the country, and Tamoil Shipping based in London and part of Oilinvest's integrated system (see down3LibTransJul16-07).

GNMTC has a fleet of almost 30 crude oil, products and LPG tankers. Its capacity has increased from 1.65m dwt in 1990 to almost 2m dwt, having become the largest in Africa. In June 1992 GMMTC took delivery of a 3,837-ton LPG tanker, 'Al Tahaddi', built in Japan. This and another LPG carrier with the same capacity called 'Aysha' fly the Libyan flag but are part of the fleet of OAPEC's Arab Maritime Petroleum Transport Co. in which NOC has equity.
