LIBRARY TO OFFER 'DUTCH TREAT' REAGAN STAMP TO DEBUT IN SIMI VALLEY ON WEDNESDAY.

Most postal services of the world issue several of these each year, often holding first day of issue ceremonies at locations connected with the subjects.  will be issued for the first time Wednesday in Simi Valley, with the rest of the nation having to wait an additional 24 hours before purchasing the collectors' item.

A ceremony marking the occasion is scheduled for 10 a.m. at the Ronald Reagan Presidential Library Coordinates:

Officials said 170 million of the special, highly anticipated commemorative stamps were being printed.

```We expect this stamp to be very popular because Ronald Reagan was a very popular president, one of the most popular of the 20th century,'' said Richard Maher, a spokesman for the U.S. Postal Service The U.S. Postal Service (USPS) processes and delivers mail to individuals and businesses within the United States. The service seeks to improve its performance through the development of efficient mail-handling systems and operates its own planning and engineering programs. .

The stamp, designed by Howard E. Paine, features a portrait of President Reagan painted by artist Michael Deas. It is based on a 1981 photograph of Reagan taken by White House photographer Jack Kightlinger.

The Reagan Library will open its doors at 9 a.m. Wednesday to begin selling the stamp. U.S. postal employees will be on hand to officially cancel the stamps.

Collectors are expected to pack the Simi Valley post offices and the Ronald Reagan Presidential Library in Simi Valley on Wednesday to obtain the first-day cancellations.

Because of limited parking space near the library, complimentary shuttles will be running along Presidential Drive. Officials urged people to arrive early and plan plenty of time for parking.

The stamps will not be available elsewhere in the nation until Thursday.

``We are expecting thousands of people at the library and at both of our offices,'' said Simi Valley postmaster postmaster - The electronic mail contact and maintenance person at a site connected to the Internet or UUCPNET.  Valley's two post offices starting at 8:30 a.m., but first-day-of-issue cancellations will not be available there until 2 p.m., when the equipment returns from the Reagan Library.

In addition, the stamps will receive the first-day-of-issue cancellations from Wednesday through March 9 if they are mailed to Simi Valley in self-addressed envelopes, officials said.

It is the tradition of the Postal Service postal service, arrangements made by a government for the transmission of letters, packages, and periodicals, and for related services. Early courier systems for government use were organized in the Persian Empire under Cyrus, in the Roman Empire, and in medieval  to honor prominent Americans with stamps, but no sooner than 10 years after their deaths. The single exception is for presidents, who may be honored upon the first anniversary of their birthday. Reagan's birthday was Feb. 6, 1911. Reagan, who served as president from 1981 to 1989, died June 5.

New Ronald Reagan commemorative stamps will be sold with an official cancellation mark on them at the Ronald Reagan Presidential Library, 40 Presidential Drive, Simi Valley, beginning at 9 a.m. Wednesday. They will also be sold at Simi Valley's two U.S. post offices - the main office at 2551 Galena galena (gəlē`nə) or lead glance, lustrous, blue-gray mineral crystallizing usually in cubes, sometimes in octahedrons. It is the most important ore and the principal source of lead.  Ave. and the Mount McCoy office at 225 Simi Village Drive.
