LETTERS : NEWBURY HIGH BADLY NEEDS MEASURE V.I have read several articles that have exposed deplorable and uninhabitable conditions in many properties owned by slumlords and lived in by the unfortunate. I would like to share concerns regarding similar violations that have long existed in a well-known public building in Newbury Park. It is more than 30 years old, and on any given day of the week it houses some 1,700 individuals who spend their day without air conditioning air conditioning, mechanical process for controlling the humidity, temperature, cleanliness, and circulation of air in buildings and rooms. Indoor air is conditioned and regulated to maintain the temperature-humidity ratio that is most comfortable and healthful. when it is hot and without adequate heating when it is cold. They are without telephone communication on rainy days Rainy Days itself isn't an official XYZ release, it's a collection of demo tapes from 1985 which has been released by guitarist Bobby Pieper, who recorded the said demos with the band. , secondary to the storms' effect on the low-tech communication system. These 1,700 individuals have at their disposal only 14 bathrooms. These bathrooms, although they have your basic sinks and toilets, lack stall doors, are so neglected that the best janitorial attention possible would never address the fungus, the rust, the bacteria, the mildew mildew, name for certain fungi and protists, for the diseases they cause in various crops, and for the discoloration (and sometimes the weakening and disintegration) they cause in such materials as leather, fabrics, and paper. and the clogged, worn-out and overused plumbing. The adjoining buildings have torn and mildewed carpeting, broken ceiling tiles, poor lighting and leaking roofs. I am not describing an apartment complex, low-income housing or a neglected building in the inner city. I, ashamed to say, have just described Newbury Park High School. Conditions like this should never have been allowed to exist for as long as they have, nor can they continue to be tolerated. The Conejo Valley Unified School District Conejo Valley Unified School District or CVUSD is a school district in Ventura County. It serves Thousand Oaks, California and its subsections Newbury Park and Westlake Village. oversees the educational facilities in the wealthiest portions of Ventura County, yet district officials say their hands are tied and that there are no funds available to address these deficiencies. Last fall, the residents of our community failed to pass a bond measure that would have provided funding at all schools in the district that require improvements. Perhaps some of you who voted no are unaware of how badly in need of repairs the school is. Our children need a safe, healthy and clean school environment in which to learn and be motivated. Avocados, citrus, vegetables, strawberries, and nursery products are grown. , that's exactly what you'll be doing. In fact, you'll be buying 20 of these sandboxes for a total of a half-million dollars The school district is borrowing money (bonds) that will increase taxes owed by our children and grandchildren for 30 years. A basic concept of economics dictates that you do not borrow money for a period exceeding the life of the equipment you are buying. The district will spend more than $10 million to buy air-conditioning equipment that has a life expectancy Life Expectancy 1. The age until which a person is expected to live. 2. The remaining number of years an individual is expected to live, based on IRS issued life expectancy tables. of 15 to 20 years. That means when half the bond debt has been paid, the district will have to borrow money again to replace the equipment. Bonds for air-conditioning systems should not exceed 15 years. A homeowner would not take out a long-term loan to pay for ordinary maintenance on a house. It simply would not make sense to borrow money for a long term to pay for a plumber or a gardener. The school district will use part of the $97 million in bonds to perform routine landscaping, cleaning of wastewater lines, pressure testing of water and gas lines, painting, etc. - clearly, a misuse of bond money. Keep in mind that the school district is spending $100,000 of your money to hold this special election in April rather than waiting for the June election. The objective is to have a very small voter turnout, making it easier for the district to obtain the necessary two-thirds' approval. That $100,000 was paid by taxpayers to educate children, not to gamble on an election. This year the state will earmark earmark taking a piece out of the edge or center of the ear with a punch as an identification mark. The shape of the mark may be registerable under local legislation. $31.7 billion, or 55.5 percent of the state budget, for education. How much is enough? The school district should realize there are many who cannot afford the burden of more taxes. The taxpayers deserve consideration from the school district. Steve Krampach Thousand Oaks Sports park not as crucial as thought Spring has sprung, and talks will once again turn to the Westlake Lindero sports complex. The draft environmental impact report is expected to be released Friday for a period of 45 days. We will again be faced with making a difficult decision, one that has long-term implications for the city. The past and current City Council have chanted the need for ballfields in Westlake. They are on their way Russell Ranch Park is due to open in April with baseball facilities and a soccer field. Calvary Church Calvary Church is the name shared by several churches in the United States:

Do we need a $4 million complex in addition? Do we pave over the last open space in Westlake Village? In a recent survey conducted by the Westlake Canyon Oaks Homeowners Association, 71.4 percent of the respondents do not want a sports park on the proposed site, and 89.9 percent do not want a park as currently planned; 83.1 percent want to keep Lot 79 as open space. I encourage everyone to come out for the public hearings on this subject. Personally, I still question the need for such a large development, especially in light of the current fields under development throughout the city. I also remain extremely concerned with the safety aspect of a two-sided park across Lindero Canyon. We owe more than this to our children. David and Melissa Beckstead Westlake Village Rezoning for YMCA looks questionable During the City Council meeting Wednesday, the local YMCA presented a concept review for a new facility in Westlake, north of Thousand Oaks Boulevard, off Lindero Canyon. I do believe the YMCA would be a welcome addition to Westlake Village. The Y has also graciously suggested that a portion of its 7-1/2 acres could be developed into much-needed ballfields or roller-hockey facilities, possibly eliminating the need for the $4 million Lindero sports complex. However, as beneficial as this appears, I do have concerns about the required change from single-family residential to public institutional. As a resident of a well-planned community with a strict General Plan and zoning, I question the need or benefit in rezoning anything. I am also deeply concerned by the CEO (1) (Chief Executive Officer) The highest individual in command of an organization. Typically the president of the company, the CEO reports to the Chairman of the Board. of the YMCA, John Rutherford John Rutherford can refer to:
He appeared very uneasy with this question. The property ``is in escrow escrow Instrument, such as a deed, money, or property, that constitutes evidence of obligations between two or more parties and is held by a third party. It is delivered by the third party only upon fulfillment of some condition. .'' This raises a red flag to me. Once again, we are dealing with property that was to belong to the Westlake Canyon Oaks Homeowners Association for ``common open space,'' and once again (as in Lot 79) it is owned by McDonough. And once again, the details are questionable. Doesn't this bother anyone else? Valerie Freedman freed·man n.
