``This will go a long way to making downtown a 24-hour city. It will mean that at 5 o'clock, people will want to stay down here and not clog the freeways.''

Related Cos., which recently completed the Time Warner building in New York City, was selected based on its initial plans and ability to finance its operation, officials said.

Bill Witte, president of Related, said the Grand Avenue project is the largest his firm has undertaken and will serve as a complement to other housing projects it has in the works in the Los Angeles downtown area.

``There is no other project for us that has such importance.''

The company, selected based on its initial plans and ability to finance the project, will spend the next several months in negotiations over the terms of the contract, seeking public input and winning approval from various city and county agencies.

Mayor James Hahn lent his support to the project, saying it was needed as part of the effort to complete the plans for the Civic Center area envisioned more than 40 years ago.

The development will be on parcels owned by the city or the county, including land around Disney Hall and the Music Center.

Broad insisted that no public money will be needed for the project, with the developers responsible for street improvements and construction of the park.

However, Brady Westwater of the Downtown Los Angeles Neighborhood Council said he and the members were concerned about whether their voices would be heard.
