closer to Westchester homes, a city panel on Wednesday said it wants more safety studies before moving forward.

City Councilman Bill Rosendahl Bill Rosendahl is a Los Angeles City Councilman, representing Council District 11, including the communities of Brentwood, Del Rey, Mar Vista, Marina del Rey, Pacific Palisades, Palms, Playa del Rey, Playa Vista, Venice, West Los Angeles and Westchester.  told LAX officials during a meeting of the council's Trade, Commerce and Tourism Committee that the plan presented too many safety concerns.

The panel approved Rosendahl's request to create a safety advisory committee to examine the need for moving the runway.

"It seems to me like it's a slippery slope 'slippery slope' Medical ethics An ethical continuum or 'slope,' the impact of which has been incompletely explored, and which itself raises moral questions that are even more on the ethical 'edge' than the original issue ," Rosendahl said.

LAX officials earlier this month released a study that said safety concerns were creating the need for bigger buffers between runways at the cramped airport, which would push them closer to homes in the Westchester area.

"I think before we undertake a step such as this, we need to look at the safety aspects -- all aspects," Rosendahl said. "We need to look at the landing lights, at using GPS, at looking at all the modern technologies out there. The only safety problems we have had have been pilot error and it hasn't been because of the runway."

Jim Richie, assistant director at LAX, said the safety study could proceed as part of an overall environmental impact review that will be required, a process expected to take at least nine months.

But Rosendahl and Councilwoman Janice Hahn Janice Hahn is a member of the Los Angeles City Council representing the 15th district. Hahn was elected in 2001 and reelected in 2005, running unopposed. The 15th District encompasses the Los Angeles communities of Watts, Wilmington, Harbor Gateway, Harbor City, Athens on the  said they wanted the safety issues explored first.

"What we want is a balanced approach to how we move forward with modernizing LAX," Hahn said.

Under Rosendahl's proposal, which needs approval from the full City Council, a North Runway Safety Committee would be made up of appointees from his council district and the neighboring district of Councilman Bernard Parks.

The panel also would include representatives from congressional offices and Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  County, Inglewood, Alliance for a Regional Solution to Airport Congestion The condition of a network when there is not enough bandwidth to support the current traffic load.
