 - A local municipal employee has been promoted and a Colton worker has been chosen as Lancaster assistant city managers.

Mark V. Bozigian, a Lancaster city employee for 10 years, and Alvin E. Holliman from Colton will begin their new jobs Aug. 1, City Manager Bob LaSala said. LaSala said he was still working out what their responsibilities will be, but the focus will be on public safety, population growth and development.

Lancaster city government is starting a series of planning efforts, including developing a five-year financial forecast; a six-year capital improvement plan for city facilities to accommodate growth; a specific plan for preserving downtown and its businesses; a plan for maintenance of streets and other facilities; and a strategic plan for preserving neighborhoods and enforcing codes.

The two assistant city managers will support the execution of those initiatives, LaSala said.

He said he chose the two after a national search and ``careful analysis of the leadership and management needs of this growing city.''

Bozigian has been Lancaster's redevelopment director since January 2003. Before that, he was an assistant to the city manager and the city's transportation-programs administrator.
