LAS LOMAS DEVELOPER SUES CITY.

The developer of a proposed 5,800-home Las Lomas Las Lomas may refer to:

 minicity filed a new lawsuit against Santa Clarita Santa Clarita, city (1990 pop. 110,642), Los Angeles co., S Calif., suburb 30 mi (48 km) NW of downtown Los Angeles, on the Santa Clara River; inc. 1987. Situated in the Santa Clara valley and nearby canyons, Santa Clarita includes the former towns of Canyon Country,  on Thursday, charging that the city violated a 2004 court order to do a lengthy environmental review before attempting to take control of project land.

The suit could stall efforts by Santa Clarita and Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  to split jurisdiction of the 555-acre project in the Newhall Pass Newhall Pass is a mountain pass in Los Angeles County, California, USA. Historically called San Fernando Pass and Fremont Pass, it separates the Santa Susana Mountains from the San Gabriel Mountains. , effectively stopping the massive residential and commercial project as currently proposed.

But developer Dan S. Palmer's legal move only names Santa Clarita.

The lawsuit, filed in Los Angeles Superior Court, is the continuation of an earlier case in which Palmer Investments said Santa Clarita broke state law by not conducting an environmental study before trying to annex the Las Lomas property.

In May 2004, Judge Dzintra Janavs agreed and ordered a detailed environmental

impact report before the city could move forward with annexation.

, decided to seek a change that would give the city some say over development within the sphere without annexing or taking jurisdiction of the land.

Santa Clarita's sphere of influence would encompass 75 percent of the 555-acre project, making it difficult for Palmer to annex his project into Los Angeles for its plentiful water supply.

Palmer is now in the third year of his environmental study of Las Lomas, which he needs to annex into L.A.

Rather than prepare a full study, Santa Clarita drafted a ``negative declaration'' that said the new sphere would have no impact on the environment.

In the new lawsuit, Las Lomas attorney Carlyle Hall argues Santa Clarita's efforts were a ``transparent'' attempt to circumvent cir·cum·vent
