LAPD PROBE QUESTIONED INSPECTOR GENERAL URGED TO SHARE FINDINGS ON SHOOTING.

With a new commission scheduled to be confirmed today, Commission President Raquelle de la Rocha suggested Eglash should be cooperative with the LAPD's Internal Affairs' investigation of a 1999 shooting involving Officer William Ferguson There have been several people named William Ferguson:

``The City Charter makes clear that only the Police Department can discipline officers,'' de la Rocha said. ``Therefore, the primary goal is to make sure Internal Affairs Internal affairs may refer to:
  • Internal affairs of a sovereign state.
  • Internal affairs (law enforcement), a division of a law enforcement agency which investigates cases of lawbreaking by members of that agency
 has all the information available so it can investigate misconduct cases effectively.''

Eglash said he will provide investigators all the information once he completes his inquiry.

``For there to be effective and independent oversight of the Police Department, it is imperative the inspector general be something other than a conduit of information to Internal Affairs,'' Eglash said.

He said he is concerned about the ability to collect information from various sources if it is all routed directly to the LAPD 1. LAPD - Link Access Procedure on the D channel.

The commission, in its review in 2000, ruled the shooting was within policy. Both the commission and Police Chief Bernard C. Parks Bernard Parks (born December 7, 1943 in Beaumont, Texas) is a member of the Los Angeles City Council, representing the 8th District in South Los Angeles and former Chief of the Los Angeles Police Department.

``I was concerned that Internal Affairs was not getting the information it requested,'' de la Rocha said. ``We can't have secrets between the inspector general and the department or have the inspector general undertaking a secret investigation.''

Commissioner Dean Hansell said it will be up to the new commission - going before the City Council for confirmation today - to resolve the issue.

``What they need to do is find some way to balance the independence of the inspector general with the needs of the department,'' Hansell said. ``Both the inspector general and Internal Affairs has a particular role to play in cases like this.''
