LAPD ARRESTS ANOTHER OF ITS MOST WANTED DOG-ABUSING GANGS NOW TARGETED.

A narcotics-trafficking suspect arrested this week has become the fourth gang member on the Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  Police Department's Most Wanted Most Wanted may refer to:

Carlos Merrell Broady, 35, whose gang name is Wink, was videotaped selling cocaine to undercover officers, authorities said. Broady, who had been wanted on a federal drug-charges warrant, was part of an investigation targeting the Black P-Stone gang, which operates in the neighborhood of the Lower Baldwin Hills.

With Broady's arrest, police added Dion Durell Hayes, 25, a member of the Swans, to the Most Wanted list. He is wanted in the shooting death of Andre Williams on July, 5, 2005.

 marked the 100th day of what he calls his fight against gangs by pledging to go after those who abuse dogs or use them in crimes. He said some gang injunctions will be amended and provisions added to future ones when necessary.

 L.A. residents and their pets," Delgadillo said. "If you use a dog to intimidate, to assault people or pets, if you abuse your own pets, we will come at you with the full force of the law."

A violation of the provision could bar a gang member from owning any animal for three years. A citywide ordinance awaiting City Council approval would allow law enforcement officers to seize gang members' dogs that are used in violation of a gang injunction or are mistreated by gang members.

On Wednesday, Councilman Tony Cardenas Tony Cardenas served in the California State Assembly. In the Assembly, he had the powerful position of chair of the Budget Committee. He is now a Los Angeles City Councilman, representing the 6th district, which includes parts of the San Fernando Valley.  introduced a motion to establish an Animal Cruelty Reward Fund to help law enforcement officials close unsolved animal-cruelty cases.

Analysts said gang members and others often breed dogs -- particularly pit bull terriers, which one expert called the most adopted and euthanized dog at local animal shelters -- to fight. The dogs are often sold or used in fighting and have even been used to attack police, authorities said.

Delgadillo said dogs taken from gang members would be retrained and made available for adoption.

At a news conference, Delgadillo displayed Amy -- a once severely abused red nose pit bull terrier, now a playful dog who visits sick children in hospitals -- as an example of the life change in store for captured dogs under the program.
