Clabaugh said the Army corps was concerned with the discovery of the endangered milkvetch in the area of the proposed dam's wall. The county also was working with the Department of Fish and Game to negotiate a wildlife passage under Westlake Boulevard, Clabaugh said. ``We've sent additional information to the corps about three weeks ago and they are reviewing the issues,'' he said. ``They wanted a detailed alternative analysis on the number of different projects that could be done and the reason why they couldn't be done. ``I think we've exhausted everything and looked at it thoroughly, and this is the most viable project.
