SANTA CLARITA Santa Clarita, city (1990 pop. 110,642), Los Angeles co., S Calif., suburb 30 mi (48 km) NW of downtown Los Angeles, on the Santa Clara River; inc. 1987. Situated in the Santa Clara valley and nearby canyons, Santa Clarita includes the former towns of Canyon Country,  -- Property owners in several parts of Santa Clarita will decide whether to be assessed a fee to pay for landscape improvements, under a program already in place in about a third of the city, officials said.

The fees could be assessed to property owners in Valencia's industrial center, the west end of the planned Cross-Valley Connector and segments of San Fernando Road San Fernando Road is a major street in the city and county of Los Angeles. Much of the landscaping work would be in the center medians for roadways, said Dennis Luppens, special districts administrator with the city.

Property owners will vote by mail on whether to form landscape maintenance districts in those areas. If LMDs are approved in the areas, property owners could pay anywhere from about $60 to more than $3,000, depending on the size of their property.

``It's not a money-making deal,'' said City Councilman Bob Kellar. ``LMDs are put together for the purpose of offsetting the landscaping costs in common areas of the neighborhood.''

The city has 33 LMDs, covering roughly one-third of the city, Luppens said. The purpose of the districts is to pay for landscaping that only benefit specific areas, instead of the city as a whole.

 will not be established in an area if more than half of the property owners object to it, but even if they approve it, the City Council must still give its own approval.

About 500 ballots have been sent out to property owners in the proposed LMDs. The ballots will be counted and the City Council will take up the matter of the proposed LMDs on July 11.

 with Cinema Drive could also become part of the city's LMD coverage.

By creating LMDs, the city has been able to plant trees along the McBean Parkway and Valencia Boulevard, as well as create inviting medians along Lyons Avenue, Luppens said.

``It creates a real welcoming atmosphere that people want to come to the city, spend time here,'' Luppens said, ``perhaps move their business here.''
