The bill was approved 57-9 Thursday by the Assembly, after earlier gaining Senate approval. Roberts was in Sacramento last week and was ready to testify on behalf of the bill before the Assembly's Government Organization Committee, but his testimony wasn't needed. The bill would put into law site recommendations made by the Governor's Commission on a Southern California Southern California, also colloquially known as SoCal, is the southern portion of the U.S. state of California. Centered on the cities of Los Angeles and San Diego, Southern California is home to nearly 24 million people and is the nation's second most populated region, Veterans Home. In January 1996, the commission reaffirmed Lancaster and Chula Vista as their choices for home sites. The commission later added Saticoy to the list. ``I felt that the veterans home commission's decision needed to be written in stone,'' O'Connell said. In August, the governor signed a bill providing $36 million to be applied toward the construction of three veterans homes, starting with a home in Chula Vista.
