LAFCO SETS NEW PROTEST HEARING.

Byline: Judy O'Rourke Staff Writer

SANTA CLARITA Santa Clarita, city (1990 pop. 110,642), Los Angeles co., S Calif., suburb 30 mi (48 km) NW of downtown Los Angeles, on the Santa Clara River; inc. 1987. Situated in the Santa Clara valley and nearby canyons, Santa Clarita includes the former towns of Canyon Country,  - After acknowledging a procedural error in the handling of a proposal to bring a Canyon Country neighborhood within city limits, the agency that rules on municipal boundary changes decided Wednesday to hold a new public hearing on the matter.

Stonecrest neighborhood residents who oppose the annexation annexation, in international law, formal act by which a state asserts its sovereignty over a territory previously outside its jurisdiction. Many kinds of territory have been subject to annexation, chief among them those inhabited by settlers of the annexing power,  or who want it put to a vote will have more than 90 days to file protests with the Local Agency Formation Commission.

The decision to hold a new hearing was made after the agency admitted it erred in failing to provide sufficient notice to schedule the required hearing. It benefits those who filed 303 protest letters, many of which were invalidated in·val·i·date

``We will now go out and notify the community through the newspaper and media that they will be able to begin to collect signatures for a protest vote,'' said Sandor Winger, LAFCO'S deputy executive officer. ``A minimum of 15 percent of registered voters (must protest) in order for this to go on the ballot. If they receive 50% plus one then the protest is a done deal, it will overturn the LAFCO LAFCO Local Agency Formation Commission

LAFCO had tentatively approved the annexation, but after enough protests were received to potentially trigger a vote - and the agency discovered its mistake - the decision was tabled.  the amount of notice required for cities of more than 100,000 people had been overlooked, Winger said.

Winger said the agency's decision was based on laws governing its policies, not on the letter sent by county Supervisor Michael D. The protest hearing is set for June 28 at 9 a.m. in Los Angeles. Written protests may be filed beginning March 30, Winger said.
