Four years ago, the county federation endorsed Villaraigosa and ran an extensive and costly operation for him. Contreras has said the union's support of Villaraigosa in the past created a difficulty in trying to urge members to switch their allegiance allegiance, in political terms, the tie that binds an individual to another individual or institution. The term usually refers to a person's legal obligation of obedience to a government in return for the protection of that government, although it may have reference to Hahn. Some union officials have questioned whether the organization is giving the same level of support to Hahn. Hahn campaign officials said they have not discussed the matter with Contreras or others since it is an independent campaign which, by law, cannot be coordinated with whatever the mayor is doing.
